摘要
从 2002 年江苏电视台城市频道的《南京零距离》开始,我国电视新闻节目产生了
一个新的分类——电视民生新闻。在随后的几年里,电视民生新闻在我国飞速扩张,全
国各地方台纷纷推出民生新闻栏目,或将原来的社会新闻节目转型为民生新闻,民生新
闻倡导电视新闻节目的人文关怀,展示普通民众的原生态生活,得到了众多普通受众的
关注,给中国电视带来了一场空前的繁荣,并且带来了十分积极的社会意义。
近年来,随着社会的发展和传媒业的进步,发展迅速的电视民生新闻节目进入了发
展的瓶颈期。在节目内容上,主要表现为内容同质化、题材琐碎化、格调庸俗化,不能
够深刻、准确地反映普通百姓的生活,甚至在一定程度上出现了过分猎奇乃至假新闻的
现象。在传播过程中,部分媒体角色定位不清晰、人员素质和运作机制缺位,使得媒体
作背离为社会公器所应秉持的客观公正的原则,使民生新闻以一种公正平和的姿态面对
新闻事实,媒体不能够完全站在一个客观传播者的角度去报道民生新闻,出现了媒体的
定位偏差。
本文从民生新闻节目面临的发展瓶颈出发,以现实为依据,结合笔者所在的河北电
视台实习工作的总结,对民生新闻近几年的发展情况和现状进行客观分析,并针对民生
问题的困境提出了几点建议,希望能够对其提供一定的参考价值,使得民生新闻节目能
够得到更加快速、健康地发展。笔者还对民生新闻的未来进行了展望,认为借鉴公共新
闻理论的合理内核完善民生新闻是可行之路。

From the year 2002, the putting on of the program “No-distance from Nanjing city” in
the urban Channel of Jiangsu TV Station, claimed that a brand new kind of television news
program has emerged in our country ----television civilian news report. In the following years,
television civilian news program developed very fast. Many local stations across the country
put on programs of civilians news, or transformed the original social news report into civilian
news report. Civilian news program calls for caring about the human needs and revealing the
