随着世界经济的发展,科技的作用越来越显现,企业发展分级成为当代经
济中多数企业演化的突出趋势。中小企业特别是科技型中小企业已经成为现代
经济系统中最为重要的组成部分,在国民经济增长中所占的比例越来越大,所
起的作用也越来越大。越来越多的国家开始重视科技型中小企业的发展,我国
也在科技型中小企业发展过程中出台了各种扶持政策。
本文运用理论与实践相结合的方法,在对国内外科技型中小企业发展政策
进行梳理的基础上,总结其先进经验,并重点分析了天津市津南区在促进科技
型中小企业发展中的一系列政策,结合津南经济开发区科技型中小企业发展的
实际情况进行分析,针对存在的问题和不足,提出未来发展方向。
本文共分五章,第一章是绪论,介绍了本文的研究背景和研究方法,对文
章的研究意义作了简要说明。第二章详细列举了国外科技型中小企业发展政策。
在这章里系统介绍了国内外一些成功的发展政策,总结出值得借鉴学****的地方。
第三章对津南区科技型中小企业发展政策现状进行了概述,并从多方面分析了
产生的效果和存在问题。第四章详细分析了津南经济开发区的概况、科技型中
小企业发展现状、取得成效及存在问题。第五章是对全文的总结,提出了未来
津南经济开发区科技型中小企业发展方向。
本文主要借鉴国外科技型中小企业发展经验,结合津南区推动科技型中小
企业发展政策,分析研究津南经济开发区科技型中小企业发展现状,并提出未
来发展方向。

ABSTRACT
With the development of world economy, the progress of science and
technology and the new great changes of social division of labor, polarization of the
enterprises’ development scale has e a trend during evolution of enterprises
organization in the modern economy. SME, especially technology-based SME have
been the most important part of the modern economy system and their proportion as
well as effects in the growth of national economy is more and more big. The
development of technology-based SME has been paid great attention in more and
more countries, and many kinds of supporting policies have e out during the
development process of technology-based SME in China.
On the basis of summarization of policies for technology-based SME’s
development at home and abroad, advanced experiences have been summarized and
series of policies for promoting the development of technology-based SME in Jinnan
district, Tianjin have benn analyzed with the method bining theory with
practice in this thesis. The analyasis of actual situation of technology-based SME’s
development in JNEDA have been made and development direction in future has
been pointed out in view of existing problems and shortages.
