——以青州市为例
摘要

城镇化是推进城乡统筹发展的重大战略,是扩大内需实现经济可持续发展的
引擎。当前,实施以城乡统筹发展为导向的城镇化战略是要缩小城乡差距,推进
农业现代化,促进城乡互动协调发展。城镇化是指各种要素不断在农村城镇中集
聚,城镇人口不断增多,城镇数量、规模不断增大,质量不断提高的过程。它是
以工业为主体的非农产业集聚发展的必然结果,是农村社会演进并通往现代化的
一个重要过程,是传统农村向现代城市文明的一种变迁,是统筹城乡发展、全面
建设小康社会的重要内容。
发展小城镇,是世界各国普遍的做法。我国的国情和资源条件难以支撑集中
发展大中城市的城市化道路。客观上,农民进城也存在习俗、就业、购房、生活
费用等诸多约束,采用农民熟悉和能够承受的小城镇生活方式,则既是战略选择
也是一个现实选择。
青州市具有自己独特的历史和发展定位,特别是在第七届花卉博览会胜利举
办以后,青州市重新确定发展的方向和重点,提出了全域城市化的发展战略。全
域城市化的重点之一就是小城镇建设,如何在新的背景和时代条件下,继续以科
学发展观为引领,创造青州小城镇建设的特色模式成为值得探索的重要理论和实
践问题。因此,立足青州实际,探索小城镇建设的模式具有重要的理论和现实意
义。
本文以青州市为例,运用文献分析法、理论联系实际法、归纳分析法以及多
学科综合研究的方法,就青州市统筹城乡背景下的小城镇建设进行全方位的分析
和归纳,力图对青州市的城镇化建设提供一定的借鉴和总结。文章的结构分为五
部分,第一部分阐述问题提出的背景以及相关的研究成果综述;第二部分是研究
的相关理论基础,包括小城镇的含义,城镇化的概念、特征、功能;当前把城镇
化作为统筹城乡的战略举措的可行性和必要性。第三部分结合青州市的全域城市

化战略以及近年来青州市小城镇建设的实践,分析青州市小城镇建设的创新之
处,第四部分,分析青州市小城镇建设存在问题以及发展过程的制约因素,提出
青州市发展小城镇的对策建议,并通过归纳分析的方法提出小城镇建设应该因地
制宜,探索不同的模式。第五部分提出在统筹城乡的背景下,我国小城镇建设的
普遍经验和建议。

Urbanization and Rural Development is a major strategy to expand domestic
demand and an engine to achieve sustainable economic development. At present, the
implementation of urban and rural development-oriented strategy is to narrow the
urban-rural urban disparities, promote modernization of agriculture, and promote the
coordinated development of urban and rural interaction. Urbanization refers to the
