中国内陆开放型经济发展路径分析

摘要
随着经济全球化的推进和发展,生产要素在世界的流动更加频繁和自由,发展中地区被逐步纳入全球市场的体系中去。要使区域经济得到更快的发展,就必须以积极主动的姿态融入到全球化的进程中去,利用好国内外市场和资源,积极发展开放型经济。对于身处中西部的内陆地区,由于地理条件的限制,开放型经济的水平和格局都较低下,应如何抓住新一轮产业转移的铺开的契机,发展好本地的开放型经济,成为内陆地区的重点研究课题。
本文以国际贸易和非均衡发展理论为基础上,将重庆市黔江区作为研究对象,从黔江区发展开放型经济的优势、劣势出发,结合重庆市主城九区及一圈两翼地区典型城区开放型经济发展概况。对黔江区开放型经济的相对情况进行了深入分析,得出了黔江区的开放型水平处于重庆较低层次,外商投资比重过低以及区域吸引外资能力薄弱的结论。据此,本文结合国内外城市发展开放型经济经验,提出了促进黔江区开放型经济发展的对策建议,包括发挥政府主导作用,找准自身定位,继续把承接主城产业、融入主城发展战略以及构建区域性统一市场等。本文希望通过研究为中西部地区的开放型经济发展提供相应的理论和实践借鉴。

ABSTRACT
The trend of economic globalization is irreversible, the development of the open economy is beneficial to meeting the opportunities and challenges brought by globalization, since the reform and opening-up, coastal areas rank into front row with their own advantages, with the open pattern thorough inland, inland areas will improve the level of open, and achieve economic development.
The paper takes Qianjiang District of Chongqing as an example, based on the international trade and non-equilibrium theory, combine the actual situation in Qianjiang District, it analyzes the base of developing open economy in Qianjiang District, and using ponent analysis gets open degree of each county area, by descending order, obtaines the open level of Qianjiang District lies in a lower level, according to the evaluation of data obtained factors which Qianjiang District is lagging behind on the development of an open economy, combining with the essful experience of domestic and international open economy development and Qianjiang District itself the endowment, the paper puts forward to promote its open economy suggestions
