华北智能电网建设差距评估与项目规划研究

摘要
建设智能电网已经成为全球电力行业未来的发展方向,成为应对各自挑战,
实现可持续发展的共同选择。在国家电网公司打造“坚强智能电网”方针的指
导下,华北电网启动了“智能电网规划”工作,希望通过科学性、前瞻性和系
统性的智能电网规划以及智能电网建设项目不同层面的研究,为华北电网的智
能化建设提供战略指引和实践参考。本文仅就华北电网在智能化的建设中存在
的差距进行了分析评估和项目规划进行了探讨,相信对华北智能电网的建设会
有一定的积极实践意义和参考价值。
首先,系统阐述了智能电网的相关理论知识,分别从美国、欧洲和国内三
个不同发展区域和层面介绍了智能电网的基本内涵,并从智能电网的特征和智
能电网的智能化建设领域两个方面分析了智能电网的建设领域,同时对评估理
论以及项目规划理论内涵、方法、优缺点以及适用范围四个方面进行了详细的
介绍,并分析智能电网建设的规划内容和存在问题;其次,在分析华北电网在
信息化工作、输电网、配电网及智能信息架构方面的现状和智能电网差距评估
体系构建的原则的基础上,构建了华北智能电网建设差距评估体系,并运用定
性评估法从智能调度、智能输电、智能变电、智能配电及智能用电能力五个方
面对华北智能电网的建设进行了差距评估,并简要的分析华北智能电网项目建
设的必要性与可行性;最后,根据华北电网的建设目标及原则,从项目规划、
重点工程项目建设和技术支撑三个方面分别就调度环节、输电环节、变电环节、
配电环节和用电等智能化建设框架的主要业务领域提出相应的项目规划,并分
析构想出华北智能电网建设的未来图景,进而可以更加有效的促进华北智能电
网的建设。

Abstract
The Construction of Smart Grid has e a global power industry's future
development direction, a response to their challenges and achieve sustainable
development, mon choice. In the State Grid Corporation of creating "strong and
smart grid" approach under the guidance of North China Power Grid launched a "smart
grid planning" in the hope that through the scientific, forward-looking and systematic
planning, and smart grid smart grid projects of different levels, intelligent building for the
North China Power Grid to provide strategic guidance and practical reference. North
China Power Grid in this paper far as the construction of intelligent analyzed gaps
assessment and project planning were discussed, I believe that the construction of the
smart grid in North China will have a positive practical significance and reference value.
