合肥市瑶海区政府性债务风险控制研究
摘要
近年来,随着我国经济的持续高速发展,城市化进程的不断推进,各级政
府普遍加大了城市基础设施建设的力度。城市基础设施建设需要巨额资金的投
入,通过适度举债加大对城市基础设施投入,是推动当地经济发展的重要举措,
但在实施举债的过程中,如果不充分考虑当地财政的承受、偿付能力和经济发
展的实际需要,以及举债后对债务缺乏有效的管理,就可能会形成地方政府的
债务风险,影响当地经济的健康、持续和稳定发展。因而政府负债就如同一把
“双刃剑”,在适度负债、规范管理、统筹安排、加强监督的前提下,政府负
债能有效地促进区域经济的良性循环,同时也能为社会提供更多的公共产品。
在管理失控、负债过度、违规融资的情况下,政府负债则将成为影响经济和社
会的全面协调可持续发展,影响财政预算正常执行的重大隐患。本文以合肥市
瑶海区为研究对象,就当前地方政府性债务的现状、成因、风险控制等问题进
行粗浅分析,并提出进一步规范政府举债行为,加强债务管理的对策建议。

ABSTRACT
In recent years,As China's economy continued to develop rapidly ,The continuous
progress of urbanization,Governments at all levels generally increased urban infrastructure
construction of strength,Urban infrastructure construction need huge injection of capital,
debt to increase by moderate urban infrastructure investment, promote local economic
development, but the important measures in the process of implementation of leverage, if
not fully consider local fiscal solvency and bear, economic development, and the actual
need for debt after lack of effective management, they could form the local government
debt risk, affect local of economic health, sustainable and stable development. Thus the
government debt is like a "double-edged sword", in moderate debt and standardized
management, overall arrangement, strengthening supervision, under the precondition of
government debt can effectively promote the virtuous cycle of regional economy, but also
