太原市失地农民社会保障问题研究

摘要
改革开放年来,伴随经济的快速发展和社会的全面转型,我国城镇
化进程已经进入快速发展期,太原市也不例外, 年太原市城镇化率达
到了。然而,城镇在空间上的扩展要求农村提供大量的土地,越来
越多的农村土地将被征用,导致部分农民失去土地,进而产生了失地农民
的社会保障问题。如果不建立健全相应的社会保障制度,农民就会成为种
田无地、就业无岗、保障无份的“三无分子”,从而被迫成为城乡中的“不
安定因素”,势必影响城镇化进程,甚至影响社会稳定。失地农民社会保障
问题不仅成为理论研究的重要课题,而且成为经济社会发展亟待解决的现
实问题。
本文以伴随我国城镇化进程中出现的大批失地农民的社会现实为研究
背景,对太原市失地农民社会保障问题进行了深入细致的研究。通过调查
发现,太原市失地农民社会保障存在的问题包括失地农民所得的征地补偿
款较低且分配不规范、失地农民社会保障制度不完善、失地农民就业难并
出现身份困惑等。产生这些问题的主要原因在于城镇化的加速发展、失地
农民社会保障制度的缺失、对政府征地行为缺乏监管和农民自身的因素。
因此,我们提出了有针对性的对策建议:一是完善土地征用制度;二是逐
步建立健全失地农民社会保障机制;三是加强对政府征地行为的监管;四
是推动失地农民的逐步市民化。
希望这项研究,能够为解决太原市失地农民社会保障问题提供有价值
的参考,也能够为欠发达地区在解决失地农民社会保障问题提供借鉴。

Abstract
Reform and opening up to 30 years, with economic development and all-round
transformation of society, china's urbanization has entered a period of rapid development,

However, the expansion of urban space requirements in the rural areas provide a lot of land,
more and more rural land will be expropriated, causing some farmers lost their land, thereby
creating the social security of landless peasants. If we do not establish and improve a social
security system, farmers will e landless farm, employment, post-free to ensure no copies
of the "three no elements", thus forced to e urban and rural areas of the "instability
factors" will certainly affect the process of urbanization and even affect social stability. Rural

economic and social development as the practical problems solved.
