蚌埠市城市地下水资源可持续开发利用研究

摘要

水是人类生存和发展的生命线,是国民经济和生态环境的命脉,是实现可
持续发展的重要物质基础。但目前我们却面临着水多、水少、水浑、水脏等问
题,特别是近年来,随着工业化进程的加快和经济社会的迅猛发展,水危机的
问题越来越突出,并威胁着人类的生存和发展,已引起了国际社会的极大关注。
合理开发利用和保护地下水资源,已成为 21 世纪人类面临的重要课题之一。本
文以可持续发展理论为指导,运用 SWOT 分析法,对蚌埠市城市地下水资源开发利用
外部环境和内部条件进行了全面分析:在外部环境方面,加强地下水可持续开发利用
与保护符合当前形势,合乎民情顺乎民意,但也存在潜在的水资源危机、无序开采、
混合开采、利用率低等问题;从内部条件看,蚌埠市城市地下水资源丰富、深层地下
水和基岩裂隙水水质普遍较好,但同时也存在地下水资源地区分布不均、局部地区地
下水位下降、浅层地下水污染严重等问题。从总体上来讲,加强蚌埠市城市地下水可
持续开发利用与保护,优势大于劣势,机会大于威胁,只要合理开发、有效保护、严
格管理、厉行节约,劣势可以慢慢转化,威胁可以渐渐降低,蚌埠市城市地下水资源
可持续开发利用一定会惠及子孙后代。

Abstract

The water is the human survival and the development lifeline, is the national
economy and the ecological environment life, realizes the sustainable development
important material base. But now we are faced with water and more water, less
water, muddy, dirty water and other issues, In recent years, with the accelerated
process of industrialization and rapid economic and social development, water
crisis, more and more problems, threat to human survival and development, has
caused great concern to the munity. Rational exploitation and
protection of groundwater resources, has e the 21st century, an important
issue facing humanity. In this paper, sustainable development theory, the use of
SWOT analysis, Bengbu City of groundwater development in the external
environment and internal conditions, prehensive analysis of: In the external
environment, strengthening of sustainable development and protection of
groundwater with the current situation, in line with public sentiment will of the
