历史街区控制引导体系研究--以太原南华门为例

摘要
我国历史街区的保护体系在西方城市规划理论的影响下,已经由原来单一的文
物建筑保护逐渐发展为多层次多角度的历史遗产保护体系,如今历史街区的保护也
已经成为社会广泛关注的问题,许多学者也积极地开展对历史街区的保护与再利用
研究。但当前的历史街区保护规划仍存在很多问题,如对整个街区的控制多停留在
二维层面,对街区空间形态保护不足、规划设计与实施管理脱节、规划操作性弱等。
同时,作为法定文件的历史街区所在地区控制性详细规划对于街区的开发强度控制
以及城市设计指引的针对性不强,导则街区的整体风貌得不到有效保护和利用。
本论文通过引入城市设计的分析方法,研究城市设计控制手段在我国历史街区
中的应用,从空间角度分析历史街区的形态特征及构成元素。将抽象的城市设计理
论与方法转化为切实可操作的规则,制定讲究操作性、侧重于三维空间形态、衔接
保护规划设计和建筑设计的历史街区控制图则,以图表、文字和图示的方法清楚简
明的表示出来,细致的引导和控制实际的保护和开发工作,为现行的历史街区保护
规划和控制性详细规划提供必要补充。
论文通过对英美历史街区控制方法和控制性详细规划中的城市设计导则进行比
较详尽的分析,从而建立历史街区控制引导体系的参照体系。进而通过结合我国历
史街区的实际,研究历史街区的控制引导方法、控制要素、控制程序等基本特征,
建立历史街区控制引导的理论体系。最后以太原南华门历史街区为例,制定地块控
制导则,并制作不同性质的分地块控制图则,形成历史街区控制引导体系的实践成
果。

Abstract
The historic district protection system in China under the influence of West urban
planning theories have developed from a single heritage conservation into a multi-level
multi-angle of the historical heritage protection system. The protection of historic district
has e munity-wide concern, many scholars is also actively engaged in the
protection of historical district and recycling. However, the current protection planning of
historical district still have a lot of problems, such as the control of the district stay in
two-dimensional multi-level, inadequate protection of the neighborhood patterns, planning
design and implementation of management out of touch, the operation of planning is weak.
Meanwhile, as a statutory document, the controlled detailed planning of historic district
for the neighborhood development intensity control, and urban design guidelines targeted
is not strong, resulting in the overall district appearance lack of effective protection and
use.
