城市开发区空间生长机理与优化策略研究

摘要
经过 20 多年的发展建设,我国城市开发区在经历数量和规模的快速扩张以后,
开始进入理性发展并进行“二次创业”的重要时期。开发区原来的土地利用和政策
措施等方面的优惠优势逐渐弱化,开发区空间的经营方式与增长模式面临新的考验。
如何认清开发区的发展基础、明确自身职能定位与发展方向、利用其空间发展规律
合理引导开发区良性发展,成为当前城市空间研究的重要课题。
论文在分析城市空间与开发区发展新形势的基础上,对当前城市内部空间形态
演变以及开发区发展实践等相关理论进行了系统回顾;将开发区作为一种特殊的城
市新区空间,分析了其空间演变的影响因素并由此抽象出“作用力”的概念,借用
物理力学的相关概念模型,探讨了开发区城市空间的生长机理,并结合武汉经济技
术开发区的空间发展演变状况进行了实证研究;针对当前开发区发展现状及未来走
向,提出了合理引导开发区空间发展的规划优化对策与调控策略。
本文形成了“开发区城市空间生长是在自然力、政府力、市场力和社会力等相
关力的综合作用下,所发生的空间自组织和他组织复合演进的过程”的基本认识,
提出了规划方法变革、土地利用与空间组织优化等规划优化对策,以及制定合理的
土地利用政策、构建政府企业社会互动参与的开发区空间成长管理策略。

Abstract
After 20 years of development and construction, all types of development zones in
China have made tremendous achievements in terms of economic development and urban
construction. And so they e an important carrier of urban economic space
centralization and the promotion of the urbanization process, simultaneously, they are an
important aspect of China's urban space development as well. However the types and
levels of development zone are diverse as well as their own conditions, their functions and
development directions. Some development zones have been trapped in difficulties for the
adverse conditions and policy-oriented errors,some zones have e city's new growth
pole due to their unique advantages as well as good opportunities for development to, and
also a part of excellent development zones have e a prehensive city zone
from their initial single industrial park. How to analyze the base of development zone,
define the functions position and development direction, and use the law of its space
development to guide them to develop healthily, all of thesis has e an important
issue of current urban space research.
