我国煤炭产业技术创新系统演化及功能分析
摘要
当前和未来很长一段时期内,我国将面临:巨大并且尚在高速增长的能源需求、不断
增加的对国外油气资源的依赖、高能源强度和环境污染等诸多能源危机。应对这些危机只
有也只能依靠先进的能源技术。煤炭作为我国能源的主体,是我国能源安全的基石。促进
煤炭产业的健康发展以保障长期稳定的煤炭供应是应对能源危机从而实现我国国民经济
持续、健康、快速发展的重要前提条件。因此,应对我国所面临的多重能源危机必然要依
靠先进的煤炭技术,需要煤炭产业尽快建立适应跨越式发展要求的技术创新保障体系,探
索出一条具有煤炭产业特点的技术创新之路。
本文针对我国煤炭产业技术创新系统的演化历程刻画及功能分析,主要完成了以下工
作:首先,系统地梳理了有关创新系统和产业创新的理论及实证研究成果,其中重点关注
了产业创新领域,形成了较为全面的产业创新研究综述,描述出了产业创新领域的发展全
景。
其次,在产业创新系统和技术创新系统概念的基础上,定义了煤炭产业技术创新系统
的概念,识别了我国煤炭产业技术创新系统的构成要素,建立了系统结构分析框架,并刻
画了我国煤炭产业技术创新系统要素和结构的变迁历程,界定了系统要素和结构的不同历
史发展阶段及特点,而且通过阶段比较,从结构上分析了影响我国煤炭产业技术创新系统
绩效的主要因素。
最后,在创新系统结构分析的基础上,采用创新系统功能分析方法,分析了我国煤炭
产业技术创新系统现阶段各项系统功能的特点及系统功能模式,并通过阶段分析和比较研
究,对我国煤炭产业技术创新系统的功能性进行了评价,确定了激励和制约煤炭产业技术
创新系统功能发展的机制,识别了煤炭产业创新政策所面临的主要问题,为煤炭产业技术
创新系统功能建设提供了相关的政策建议。

TECHNOLOGICAL INNOVATION SYSTEM IN COAL
INDUSTRY OF CHINA
ABSTRACT
Now and for a long time in the future, China is facing a set of energy challenges, for example, huge and
growing energy demand, increasing dependency on foreign oil and gas, high energy intensity, severely
environmental pollution, etc. The only way to deal with these challenges is to depend on advanced energy
technologies. Coal is the most important part of China’s energy and industrial material and basis for energy
security. To promote the development of coal industry and secure coal supply is the base to deal with energy
challenges and achieve sustainable economic development. So advanced coal technologies will increasingly
play a significant role in addressing China’s multiple energy challenges. Coal industry should build
technological innovation securing system and explore an industry innovation way with its own characteristic
as quickly as possible.
The thesis aims at evolut
