建设项目(污染型)竣工环境保护验收综合评定体系研究
摘要
建设项目竣工环境保护验收工作是执行建设项目“三同时”制度的重要环节,本文通
过对天津市现阶段项目竣工环保验收实践工作的考察,借助科学的方法和理论,建立了一
套针对污染型建设项目竣工环境保护验收综合评定体系,该体系以污染型建设项目的实地
验收监测数据及环保验收现场检查结果为基础,对建设项目环境保护工作进行综合的考核
和评定。根据环保验收工作实际,该综合评定体系分为验收现场检查等级评定和污染物排
放综合等级评定两部分。
本文使用的较为经典的理论和方法,包括层次分析法,线性多元回归分析法,模糊集和模糊识
别理论等开发出建设项目(污染型)竣工环境保护验收现场检查考核评定方法层次分析模型,
建设项目竣工环保验收水污染物排放等级评定模型及建设项目竣工环保验收大气污染物
排放等级评定模型,所有模型均建立在大量来自于实际工作中的真实数据之上。

THE STUDY ON INTEGRATIVE ESTIMATE SYSTEM OF
COMPETION ACCEPTANCE OF CONSTRUCTION PROJECTS
(POLLUTION) ON ENVRIONMENTAL PROTECTION
ABSTRACT
pletion Acceptance of Construction Projects on Environmental Protection is a very
important phase of "three synchronization system". This dissertation base on the inspection to
practical work of pletion Acceptance of Construction Projects on Environmental
Protection in Tianjin,using scientific methods and theory, established the integrative estimate
system to pletion Acceptance of Construction Projects on Environmental
Protection ,which focus on pollution - construction projects.
According to actual environmental acceptance work, the integrative estimate system is
divided into two parts: grading of the check on the spot of pletion Acceptance of
Construction Projects on Environmental Protection and integrative estimate to pllutant emission
of pleted construction Projects.
This dissertation uses classical method and theory to develop the model,including: AHP,
linear muti-regression analysis and fuzzy set theory. And all the results are based on plenty of
real data from pratical work.
