天津港公路集疏运系统现状评价与规划研究
摘要
在世界经济向一体化方向发展的今天,港口功能不断拓展,港口在发展本国经济中的
作用也越来越重要。港口建设投资大、周期长、关联问题多,港口规划应该是国家和地区
国民经济发展规划中的重要组成部分。港口作为交通运输枢纽、水陆联运的咽喉是一个复
杂的物流系统。一个完善的港口物流系统主要由 5 个组成部分组成:船舶营运系统、集疏
运系统、装卸作业系统、生产营运管理信息系统、生产调度决策支持系统。其中集疏运系
统是该系统中的重要组成部分,港口集疏运配套与否将直接影响整个港口的运转效率。所
以港口规划中,集疏运规划也是重要一环。
本文首先介绍了天津港的港口概况,先介绍了腹地省市的经济结构对天津港吞吐量的
贡献情况,然后重点分析了天津港内外集疏运通道的交通现状。在进行对天津港公路集疏
运系统评价时,文章根据一般公路网评价的理论和原则,结合港口公路系统运的特殊性,
运用模糊层次分析法确定了指标体系,并选用模糊综合评判法进行公路集疏运系统的评
价。在评判和分析的基础上,最后对天津港公路集疏运的未来建设规划提出了一些建议,
以供相关人员参考。

THE RESEARCH ON THE EAVLAUATION AND PLANNING
OF THE ROAD CONSOLIDATION AND DISTRIBUTION
SYSTEM OF TIANJIN PORT
ABSTRACT
With the integrative development of world economy, port plays a more and more
important role to a country's economy development. The construction of a port needs a large
amount of fund ,a long period and relates to many problems. So port layout is an important
composition to the economy development of a country or a district. Port is also plicated
logistics system which acts as a transportation hinge and the throat of portage. A perfect port
logistics system includes five parts which are ship operation system, collection and separation
system, load and unload system, production management information system, production
attempter decision support system, It should be emphasized that the collection and separation
system is an important part to the whole port, because the match between the front and the back
of the system will directly affect the efficiency of the whole port, so the layout of the system is
also very important to a port.
This paper firstly introduces the general situation of Tianjin port, especially analyses the
existing channels of road consolidation and distribution system of Tianjin port. Secondly,
the economic regions of Tianjin port is analyzed, following the introduct
