摘要
随着我国城市化进程的不断加快,城市建设的不断发展,城市中保留传统文
化特征的历史文化街区日渐消亡。人们已意识到保护历史文化遗产的必要性和重
要性,并且在立法和规划研究方面取得了不小的进展。但在国内,历史文化街区
保护工作的推进却停滞不前。资金问题成为历史文化街区保护实施的瓶颈。尽管
国内许多地方对历史文化街区保护的资金筹措进行了有益的尝试,但仍然没有改
变目前的状况。本文旨在通过考察国外历史文化遗产保护资金问题的解决方法,
从中对一些先进的、适用于国内情况的理念和实践进行借鉴,在项目融资的框架
下,以公共行政要素以及新公共管理理论作为支撑,建立适合我国历史文化街区
保护项目的融资模式。
本文首先介绍了国内外历史文化街区保护的发展,我国在历史文化街区保护
实践中出现的一些问题,尤其是资金问题。回顾了我国在实施保护中可能的资金
来源,并通过对英国和澳大利亚两地部分保护融资实践的借鉴,以重庆沙坪坝区
磁器口历史文化街区为例,参考项目融资的理论框架,提出了适用于国内城市中
历史文化街区保护项目的融资模式的理论框架,并对建立的模式的主要结构和要
点进行了介绍。

ABSTRACT
With the continuous acceleration of urbanization process and the development of
urban construction in China, the historic area with traditional culture characteristics in
the city are gradually disappearing. The people have realized the necessity and
importance to protect heritage, and has made great progress in the legislation and
research of planning. But in China, the promotion for protection work of historic area
actually still bogs down. The fund issue es the bottleneck to historic area
conservation. Although many domestic places attempt to raise the funds in number of
ways to do the conservation work, there is no much change in the present situation. This
aims at the establishment of the financing mode for conservation on the historic area
under the support of public administrative elements and new theory of public
administration within the framework of Project Financing, which is to be adapted on
China’s actual situation, and put forward corresponding suggestions for the utilization
of this mode by absorbing adequate advanced and proper practices through the
inspection of solution to funding problem of overseas heritage conservation.
The development of conservation on domestic and foreign historic area as well as
some problems occurred in the practice of conservation implementation in China,
especially the funding problem, are introduced in the
