个体行为、保障组织与最低生活保障:理论与实证
摘要:
关于保障组织,传统的研究多关注于社会保障组织,偏重于政府政策,忽视了对个人行为的塑造。而本文将从个体行为的角度重新界定了保障组织的性质,将物质保障和精神保障融入其中,将组织的行为转换为个人之间的行为。在对保障组织的行为模型的构造中,笔者将行为人的物质和精神生活资料分为两类:第一类是可用货币购买或交换得到的,第二类是只能通过自我服务或人际交往而得到的。据是否生产第一类消费品将保障组织分为两类:互助类和他助类。并根据我国城乡收养性福利机构中的相关数据,给出了一个关于被收养者实际最低生活保障水平的经验推算。

Abstract:
About the anizations, traditional research paid much attention to the social anizations, and laid overweight on the government policy, which made the individual behavior be ignored. And this text will define the nature of the anization in terms of individual behavior, merging the material security and the spiritual security into it, and transform anizations’ behaviors into the individual behaviors. In order to design the behavior model of the anization, the individual material and spiritual consumer goods is divided into two kinds: the first kind is what can be bought or exchanged with currency; the second kind is what only can be gotten through the self-service or munication. According to whether producing the first kind consumer goods or not, the anizations are divided into two kinds: the kind of mutual aid and the kind of aided by others. Then using the relevant data of the adopting anization in urban and rural areas in China, the paper provides an experiential calculation on the real minimum living level of adopted person.
