摘要
企业在加快信息系统建设的同时,增加了企业业务发展与管理的
风险——日益依赖信息系统的企业面临着因信息系统突发事件而导
致的灾难。信息系统突发事件可能危害到企业的管理及生存,带来经
济损失、信誉降低和客户流失等多种损失,而且企业对信息系统的依
赖度越大,所遭受的损失越严重。
信息系统突发事件应急管理是一种面对信息系统可能出现的突
发事件,为降低突发事件的危害而进行的管理手段。企业如何合理地
利用信息系统突发事件应急管理,来实现在有限的投入下最大地降低
信息系统突发事件的负面影响就成了一个迫切需要研究的课题。
本文通过研究信息系统突发事件应急管理的现状,对我国企业信
息系统的突发事件应急管理进行归纳,在实践调查的基础上,提出了
企业建立信息系统突发事件应急管理体系的方法。本文的主要研究工
作有:(1)提出了一种基于主成分分析法的企业信息化程度评价的测
量模型(2)分析了企业信息系统突发事件应急管理的机理,探讨了
企业信息系统突发事件发生发展的规律;(3)分析了企业信息系统突
发事件应急管理机制,以指导企业信息系统突发事件应急管理制度的
建立及应急部门设置;(4)在企业信息系统突发事件应急管理机理机
制研究的基础上,结合企业信息化的程度,提出了构建企业信息系统
应急体系的方法;(5)结合实际,通过 W 企业的案例分析,说明了
应急管理体系是应对信息系统突发事件的有效手段。

文章可以为企业信息系统突发事件应急管理的提供一些指导和
借鉴,帮助企业建立规范的信息系统应急体系,使企业在信息系统遭
受严重破坏时,指导企业迅速启用应急措施,维持企业各部门的正常
运作,最大限度缩短突发事件对企业的影响时间。

ABSTRACT
When the Enterprise is speeding up the information system
construction,it also,at the same time,make it's business development and
management to face increasing risk--the growing dependence on
information systems which might cause disaster when the enterprise
information e into contact with unexpected
information system is likely to endanger the survival of enterprise and
brought about many kind of loss, such as economic loss, loss of
reputation and customers etc. The greater the business dependence on
information systems is the more losses the enterprise may suffered.
Emergency management is an effective tool which can be employed
to manage and deal with the information system’s unexpected events and
to reduce it's hazard. Thus, it e an urgent study issue that how to
manage the unexpected events of enterprises’ information systems with
the application of emergency management to reduce most negative
impact caused by unexpected events in the limited input.
