摘要
地方科技管理部门从本地区的实际情况出发,实施了地方重大科技专项,使本地区的
重点科技资源集中按照一定的目标和方向进行配置,解决本地区经济和社会发展过程中的
关键问题,取得了比较显著的效果,提升了相应产业的创新能力,对当地的经济发展也起
到了巨大的推动作用。
但是地方重大科技专项究竟是如何对产业创新能力起作用的?具体作用机理是什
么?地方重大科技专项的实施对产业创新能力的提升起到多大的作用,能否反映到数值
上,这些都是科技管理部门非常关注的问题,也是一直困扰学术界的问题。
本文即从地方重大科技专项的内涵、特征出发,分析了这种政策模式所具有的创新优
势,得出了地方重大科技专项各个主体之间的相互作用及因果关系,总结提出提升产业技
术创新能力的机理模型,最后以河北省制造业信息化专项为例进行实证研究。论文实证以
1990-2005 年《河北省经济统计年鉴》和《河北省制造业信息化专项总结》为依据,运用
SPSS 软件进行相关分析和回归分析,计算产业技术创新水平指数,产业技术创新发展指数
和产业技术创新协调指数,并预测产业技术创新能力发展趋势。最后,在上述研究的基础
上,总结问题,分析原因,提出相关政策建议。

THE MECHANISM AND DEMONSTRATION OF
UPGRADING INDUSTRIAL ABILITY BASED ON
THE DISTRICT KEY PROJECT
ABSTRACT
District S&T management department from the fact of its own, puts the policy modle of the
district key project in it, the government can collocate the resources of S&T as
a definite goal, then settle the economic and social problems which meet in the process of
implement of the district key project receives prominence effects, upgrades
industrial innovation ability, promotes the development of economy.
But how the district key project on earth works? What’s the mechanism? What’s the
quantity of the effects? All of these are the problems which S&T mamagement department pays
much attention to, which are the problems always puzzled academe.
This paper based on the connotation of the district key project, studies from the
characteristics , analyses the predominance of this policy modle, educes the function of the
district key project and the consequence, summarizes the mechanism of upgrading process,at
last takes example for the Manufacturing Informationization Project in HeBei provice to prove
