摘要:近年来,房价问题日益成为社会各界高度关注的民生问题和社会问题。本文在分析城市房价若干典
型化事实的基础上,提出以划分城市行政层级为典型的一些不合理的中国式分权因素是引致房价不合理上
涨和城市间房价结构化差异的重要制度原因,通过对行政层级影响城市房价的机理分析,提出改革层级化
的城市行政管理体制、推进公共服务均等化、大力发展城市群等政策建议。

Abstract: In recent years, Housing price has increasingly e a highly concerned livelihood
problem and social problem. Based on analysis of some stylized facts of urban housing price, this paper
holds that some factors concerning the Chinese-style decentralization, represented typically by setting
city’s administrative level, are important institutional reasons that cause unreasonable increase and
structural difference in housing price among different cities. By analyzing the influence mechanism of
administrative level on urban housing price, this paper proposes some policy mendations
including reforms of hierarchical administrative system of cities, promotion of the equalization of
public service, development of urban agglomeration and som
