文档介绍：河北工业大学硕士论文i天津市污染减排态势分析及对策研究摘要污染减排是在我国贯彻落实科学发展观的实践中提出的,是在环境、资源矛盾日益突出的困境中实施的。几年来,污染减排立足国情,面对现实,着眼未来,在实践中探索,在探索中实践,日益成为环境保护工作的中心任务和重要抓手,成为当前我国探索环保新道路的重大实践。本文对污染减排问题进行了较深入的研究,简要介绍了污染减排的基础理论——总量控制理论、清洁生产理论、循环经济理论、环境成本内在化理论,运用具体分析方法进行定性与定量相结合的分析,从而为天津市生态城市建设及政府管理部门制定相应政策提供参考依据。本文根据天津市及区县减排指标排放量,结合天津市经济发展数据,对天津市减排指标现状进行了态势分析并分别构建了天津市COD排放环境学习曲线及天津市SO2排放环境学习曲线。基于减排指标排放的环境学习曲线,并以《天津市国民经济和社会发展第十一个五年规划纲要》的经济社会发展指标作为计算条件,预测并分析天津市到“十一五”末,减排约束性指标的可达性,为进一步分解减排任务及天津市“十二五”规划提供科学依据。本文在借鉴国内外先进的污染减排经验的基础上,结合天津市三大减排措施,有针对性的提出了相关对策建议,并构建了政府、企业、公众协调耦合机制。关键词:污染减排,减排指标,总量控制,环境学习曲线天津市污染减排态势分析及对策研究iiTHE STUDY ON SITUATION ANALYSIS OF POLLUTION REDUCTION AND COUNTERMEASURES FOR TIANJIN ABSTRACT Pollution reduction is the slogan raised by the practice of the scientific approach to development in China.
