摘要
为促进经济社会持续健康发展,继上海浦东新区、天津滨海新区之后,国务院于 2010
年正式批准设立重庆两江新区。两江新区将成为平衡东西、统筹城乡、带动西部经济快
速发展的战略先行区。在西部大开发新的十年,在两江新区设立之初,如何制定合理有
效的发展战略和方针,对于两江新区的健康发展,完成国家赋予的战略使命,具有重要
的作用。本文的研究目的是试图为两江新区提供一个适合自身发展的战略组合,帮助其
在激烈的国际竞争中取胜。论文通过对两江新区所处的外部宏观环境、国内区域经济发
展状况进行多角度、深入细致的分析,找出了影响两江新区生存和发展的外部机会和威
胁,以及新区自身具有的优势和劣势,并运用 SWOT 分析法及相关性判断,对这些因
素进行分析。
论文在对所掌握的资料进行详尽的分析之后,为两江新区制定了区域经济发展战
略,并制定出战略方针。在本论文中,针对两江新区的特点制定出以现有资源为基础,
以规划编制为依据,以重大项目为支撑,以建立完整的产业体系为导向,以发展民生为
己任,先进制造业和现代服务业双轮驱动,打造成为功能现代、产业高端、总部聚集、
生态宜居的国家级开发开放新区的战略方针。为保证战略目标的顺利实现,研究提出了
推进体制机制改革、加快建设内陆开放高地、明确产业定位、构建科学有效的招商机制
等多方面保障措施。论文研究的成果为两江新区的发展指明了方向和目标,使两江新区
在应对其他开发区时具有更强的竞争力,并不断发展,成长为内陆开放高地。

ABSTRACT
In order to promote the sustainable and healthy development of economic and society,
following the Shanghai Pudong New Area and Tianjin Binhai New Area, the state council
officially approved for establishment of Chongqing Liangjiang New Area in 2010. The
Liangjiang New Area, will balanced urban and rural development, drive west's rapid
economic development. In the new decade of western China development, and also in the
start of Liangjiang New Area set up, how to make effective and reasonable development
strategy and policy, it is important for the Liangjiang New Area healthy development ,
complete strategic mission given by the state. This article is trying to study for the purpose of
the Liangjiang New Area to provide a bination of New Area development
