基于模糊层次分析法的康保协合风电场项目综合评价研究

摘要
风能是可再生的清洁能源,对于节能减排具有重要意义,因而风电产业已经
成为我国重点发展的行业之一。河北省西北部是我国几个风力资源较为丰富的地
区之一。康保县得天独厚的风力资源,日益成熟的可再生能源发展技术,为康保
县带来了新的机遇。
本文首先分析了国内外风电发展的现状、趋势及研究情况。其次,结合风电
项目的特点,从风险分析、经济效益、社会效益、环境效益四个方面对康保协合
风电场进行深入分析。在定性分析的基础上,建立多层次模糊综合评价模型对该
项目进行量化评价,通过定性和定量评价方法的结合,从而对该风电项目进行科
学的综合评价。本文旨在从政府角色出发对当地的风电场建设项目通过简单易行
的方法进行综合评价,从而为相关政策法规的制定实施提供科学的理论依据。风
电作为康保县新的经济增长点,不仅可为当地的经济发展提供必须的推力,还将
对减少当地因火力发电造成的废气排放、减少大气污染的产生,对提高周边地区
的生存环境质量产生重要的推动作用。

Abstract
Abstract
Wind power is renewable clean energy, for energy conservation and emissions
reduction is important, so it has e one of key developing wind power industries in
our of Hebei province is one of wind resources relatively rich
regions of advantaged wind resources of KangBao and the increasingly
mature renewable energy development technology, brought new opportunities for
KangBao.
Firstly,the paper analyzes the current situation and development trend of wind
power both at home and with wind prject characteristics,the
paper analyzes the factors including risk analysis,economic benefit,social
benefit,environmental benefits of KangBao xiehe wind power construction projects. On
the basis of qualitative analysis,establishing multi-layer prehensive evaluation
model for project quantitative evaluation .Integrating the methods of the qualitative and
quantification analysis,thus for the wind project scientifically prehensive
evaluation. Wind power as new economic growth point of KangBao, can not only for
local economic development, but also provide necessary to reduce emission that
coal-fired power caused by the local exhaust and reducing air pollution generated, it
plays a important role in improve the quality of survival environment surrounding
areas .
