建设项目实施阶段的投资控制方法研究

摘要
建设工程投资控制是监理三大控制目标之一建设工程投资数额巨大关系到国
家行业或地区重大经济利益对国计民生也会产生重大影响在我国如何做好建设
资金合理使用对于改善地区经济格局和资产优化合理配置促进国民经济健康有序
发展具有重要意义尤其实施阶段指设计阶段和施工阶段是决定工程建设经济性
的关键阶段因此工程实施阶段的投资控制方法是有待深入研究的重要课题之一
本文从投资控制的意义和作用入手介绍了国内外投资控制的概况及目前投资控
制技术应用现状阐述了在项目实施阶段进行投资控制的重要意义分析目前项目投
资控制存在和需要解决的问题笔者通过南航某综合楼的投资控制实例运用价值工
程层次分析法网络计划优化等分析理论对建设项目实施阶段的投资控制方法和
程序进行探讨和研究
首先在设计阶段将价值工程运用到限额设计总值的分配中对限额设计加以
改造从而有效地克服了限额设计的不足其次利用层次分析法对设计阶段方案进
行比选就设计方案的综合评价中AHP模型的运用进行了探讨随后对施工阶段的
质量成本进行分析与控制利用网络计划对施工阶段工期费用进行优化最后分析了
在机制和制度方面投资控制存在的问题对如何改善建设项目实施阶段投资控制和形
成有效地投资控制机制和完善的配套制度提出了相应的对策
由于目前国内管理水平的原因对项目进行系统科学的投资控制很少因此项
目实施阶段投资控制的研究具有十分重要的现实意义

Abstract
Construction engineering investment control is one of the three control targets in
supervision. Investment in construction project is very large. It is closely related to the state,
industrial and regional economy, which will greatly affect the future and people’s life of a
country. In china, it is of significance to make good use of construction capital properly to
avoid the poor construction of buildings which could not meet the basic requirements,
eliminate the foam in real estate, improve regional economy pattern & optimal capital
allocation, to enhance national economy’s healthy and orderly development. This thesis finds
that it is an important research to study the way of investment control at the stage of
implementation of the project.
This thesis introduces the general situation of investment control at home and abroad,
and the current situation of technological application of investment control. It demonstrates
the significance of applying investment control in project implementation. It also analyzes
the difficulties and problems in project investment control. Value engineering, hierarchy
analysis, network program optimizing, deviation analysis have been applied in research of
construction of an office building
