论西部地区适度发展钢铁工业的必要性和可行性

摘要
钢铁工业是国家建设发展的重要基础,属于国民经济的重要支柱产业。目前我国钢铁
行业的一个发展趋势是钢铁企业向东部沿海地区发展,依托沿海地区的深水良港建设钢铁
大项目。从全国来看,钢铁产品供过于求,而西部区域市场钢铁供需关系则为需大于供,
钢材产品不能满足本地钢材消费,其中,西南地区和“珠三角”地区钢材产能不能满足消
费需求,钢材净流入最多。
论文对过去一段时期中国钢铁工业向东部集中的过程进行了分析,得出钢铁工业过度
集中在沿海地区必将带来的负面影响,进而对可以适当在西部地区发展钢铁工业进行了定
性和定量分析,提出了未来我国钢铁工业的空间布局应统筹考虑矿石、燃料、水利、电力、
环境、市场等条件较好的地区及区域经济社会发展要求,积极发挥西部地区的综合优势和
发展需求;在西部大开发中,调整投资结构,西部基础设施建设要与西部特色制造业、重
工业和其它特色产业同步规划、配套发展;钢铁工业要加大技术开发投入力度,加强技术
创新能力,为钢铁工业结构调整提供强大技术支撑;积极推进我国钢铁工业组织结构调整,
实现集约化生产。
中国钢铁工业的发展应统筹考虑西部大开发的发展优势、西部经济社会发展及稳定需
求;过度向东部集中不利于西部经济发展和我国经济整体发展战略。科学合理,适度提高
西部钢铁产业的发展规模和质量水平是十分必要和需要的。

Abstract
Iron and steel industry is an important foundation for the development of nation-building; it
is an important pillar industry of national economy. China's steel industry is currently a trend is
the development of iron and steel enterprises to the eastern coastal areas, relying on coastal
deep-water port construction steel large projects. Nationally, steel production is oversupply,
while on the western regional market; the supply of steel production is less than the demand,
including the southwest region and the “Pearl River Delta”.
This paper analyzed the process of concentration obtained over iron and steel industry will
focus on the negative impact of coastal areas for some time past to the east of the Chinese steel
industry, and then qualitative and quantitative analyzed the appropriate development of steel
industry in the western regionb , iron and steel industry of the future consideration should be
