佛山澜石不锈钢产业集群发展的关键举措研究

摘要
产业集群是市场经济条件下工业化进行到一定阶段后的必然产物,是现阶段产业
竞争力的重要来源和集中体现。集群政策的设计可以借鉴成功的政策经验,但不能照
搬照抄,必须从本地集群的情况出发。本文旨在通过产业集群这种产业组织形式的研
究,针对澜石镇不锈钢产业集群建设的实际,提出可操作性的举措,来提高区域整体
生产效率,增强产业集群国际竞争力。
以民营企业为主体的佛山市澜石镇不锈钢业是目前广东省钢铁业中迅速发展的
一个行业,产业集群已具雏形,形成了一定的总量规模和区域竞争优势,并且发展势
头迅猛。澜石镇不锈钢产业集群的发展正以特色专业镇的模式,探索出一条符合本地
实际的产业集群发展政策和路径。但目前澜石不锈钢产业集群的发展正处于增长与趋
同阶段后期,成熟和调整期进行转化的临界点上,面临着能否持续发展的节点,产业
集群发展与城市化进程之间的矛盾,同构化特征明显,创新能力有限,生产成本加大,
产业集群不经济等问题日渐凸显。
因此,为进一步做大做专做强不锈钢产业集群,实现从不锈钢“名镇”到“名都”
的跨越,必须突破升级瓶颈,以延长和完善澜石不锈钢产业链为基础,以推进产业结
构优化升级和城市化协调发展为主线,加快澜石新型工业化进程。在调查研究的基础
上,利用国内外产业集群理论的相关研究成果,根据产业集群政策应该具有三个紧密
联系层次的属性,提出澜石镇不锈钢产业集群发展的三大关键举措,即:产业结构的
调整与功能结构的丰富完善;行业技术创新平台建设与各创新组织的作用;集群品牌
与区域形象的提高。通过创新发展思路,走产业集群发展与城市建设相融共存、协调
发展的新路子,以此来全力打造澜石不锈钢交易、研发和加工三大中心,为全国产业
集群的发展提供成功经验。

Abstract
Industry clusters are the inevitable e of industry development under the air of
modern market economy, and they have been one of the most important resource and
embodiment petitive ability. For clusters policies design, we could learn from
previous essful experience, but not direct copy. This dissertation will provide practical
plans based on the actual constructional situation of Lanshi Stainless Steel industry and the
research on anizational pattern of industrial clusters to improve regional holistic
productivity and petitive ability of industry clusters.
With relatively important impact on the national stainless steel industry and having
petitive advantage within specific region, Foshan Lanshi stainless steel
industry currently is dominated by private enterprises and has been one of the industries of
fastest development in Guangdong, and has shaped initial clusters industry currently.
