跨境贸易人民币结算的现状和问题分析--以云南省为例

2008 年美国次贷危机引发了全球性金融危机,危机凸显了现行国际货币体
系的内在缺陷,且美元、欧元等主要国际货币在此危机中波动剧烈,给各贸易方
带来了较大的风险。减少对美元的依赖,降低汇率风险对经济的影响,是必须采
取的措施;人民币已经在一定程度上成为周边地区的流通货币,且初步具备用于
国际结算的良好条件,在此双重背景下,中国提出人民币用于跨境贸易结算业务。
本文从人民币的结算规模、国际合作、机构参与以及回流渠道四个方面分析
现阶段跨境贸易人民币结算的现状,对人民币的流出与流入过程中存在问题的原
因深入分析。在对云南省的研究方面,以边境贸易为切入点,着重分析边境地区
人民币流通现状、结算方式、存在问题等方面做微观的分析。最后,对跨境贸易
人民币结算在云南地区的实施所带来的积极影响与消极影响做出判断并提出相
应政策建议。可以得出如下结论:跨境贸易人民币结算规模将进一步扩大,人民
币得到广泛接受尚需一定时间,人民币不可兑换以及资本管制是人民币跨境结算
的最大障碍,需要进一步深化和开放国内金融市场。
本文研究所用的数据主要来源于《2010 年国际金融市场报告》、《2010 年国
际收支报告》、中国人民银行网站、国家外汇管理局网站、云南省商务厅网站、
《人民币贸易结算试点-云南省的时间和人民币国际化》课题组以及对各财经网
站的新闻报道的搜集。在研究方法上本文采用文献研究法、定量分析法、定性分
析法。
积极探索和研究人民币结算的模式和问题解决方式,推进人民币跨境结算,
对于促进云南经济发展、提高区域内所发挥的作用,成为地缘经济金融中心有着
重大意义。而且为人民币区域化,走向国际化提供宝贵的经验。

Abstract
In 2008,The . sub-prime mortgage crisis aroused a global financial crisis, the
crisis highlighted the existing deficiencies within the international ary system, e
the uninstability of exchange rate of dollar, euro and other major international
currencies broght greater risk to all trade parties .To e dollar dependence and
the impact on economic of exchange rate risk, measures must be taken..The RMB has
been the currency in circulation in the surrounding areas to some extent, and t good
conditions for international settlement. In this double background, China presented
cross-border trade accounts of RMB
This paper analyses the status of Cross-border trade RMB settlement from Four
aspects, scale of settlement , international cooperation, institutional participation and
back channel ; the deep reasons of the existing RMB settlement of the outflow and
inflow of RMB problems . In the study of Yunnan Province,we take the border trade
as a starting point, analyze the status of RMB circulation ,the settlement form, and
existing problems in the border areas. Final
