从养老保险的国际发展趋势看我国的养老保险改革

世界各国历来十分重视并积极探索养老保险制度的改革路径中国实行对外
经济开放的最近十几年中围绕如何建立健全社会保障体系完善养老保险制度
这个亟待解决的重大经济问题决策层和学术界展开了相当广泛的讨论虽已经
形成了一些建设性的意见和建议并为政府所采纳但还远远不够从美国德国
瑞典智利新加坡等国家最近两年来的养老保险制度改革实践中我们可以发
现国际上养老保险制度的改革趋势从中吸取经验和教训结合我国养老保险制
度现状与存在的问题从以下几方面改进我国的养老保险制度应避免在现阶段
走养老保险私有化道路继续完善统帐结合模式重视企业补充养老金保险
制度的建设积极提倡个人储蓄养老

Abstract
Abstract
Almost every country in the word pays more attention to endowment insurance and
explores ways of reforming it positively. During China implementing opening economy
to the outside world in recent more than ten years, around how set up and amplify social
security systems, perfectly the endowment insurance system, which is the demanding
promptly to solute, policy-making level and academia have launched quite extensive
discussions, although has already formed some constructive suggestion and been
adopted for the government, but still not enough. From the practice of reforming the
endowment insurance system over the past two years in ., Germany, Sweden,
Chile, Singapore and so on, we can find the reforming trend of the endowment
insurance system in the world, draw experience and lesson from it. Combining with the
current situation of endowment insurance of our country and the existing question, we
could improve the endowment insurance system of our country from the following
aspects: the government should avoid going on to extremes in providing insurance for
the aged in the form of private ownership and personal responsibility, and continue to
improve the inter-connected with accounts; the government should attach importance to
the establishment of the system of providing insurance for the aged through
supplementing pensions on the part of enterprises; and the government should
mend people to save money for aged .
