企业计划管理中目标管理的应用研究

摘要
企业计划管理是通过对外部环境输入的信息和内部反馈的信息作出分析,确定
企业经营目标,安排最优规划,选择最佳经营方案,并通过全面生产经营计划的实
施,为企业取得最佳的经济效益。目标管理是指组织内各部门和员工根据组织在一
定时期的总目标,通过自上而下、自下而上共同制定各自的分目标,并在获得适当
资源配置和授权的前提下积极主动实现分目标,使总目标最终得以实现、进而实现
企业战略的一种管理模式。
本文在对计划管理的管理职能、目标管理的理论全面认识的基础上,针对我国
企业在计划管理工作中运用目标管理方法存在的问题提出对策。本文通过传统计划
管理方法与应用目标管理理论于计划工作后二者的对比分析发现:目标管理强调了
目标体系是双向沟通的结果;目标管理改变了传统计划管理的管理理念,从“以事
为本”向“以人为本”转变,极大地调动员工的积极性、主动性,充分发挥员工的
潜能。从而得出目标管理理论应用于企业计划管理中是行之有效的结论。
本文以武钢能源动力公司计划管理工作中目标管理的应用为案例,从科学合理
的目标体系的建立、目标实施过程的有效控制、目标效果评价等方面对目标管理在
计划管理中实际应用进行了有益的实践。并且在数据信息化平台建立的基础上提出
“指标预警”管理思想,认为这种管理方法是对目标实施过程进行实时有效控制的
手段之一。通过案例,实证了科学合理的目标体系建立、实时闭环的过程控制、公
平完备的目标绩效考核体系是实施目标管理的关键点;企业管理信息系统数据平台
的建立、精细化管理思想的实施、注重结果重视过程的企业文化形成等是企业计划
管理中实施目标管理取得成功所必须的。

Abstract
The enterprise planning management is through making the analysis of the external
environment input information and internal feedback information, to define the enterprise
operating aims, to arrange the most superior plan, to select the best operating program,
and to obtain the best economic efficiency for the enterprise by implementing the
comprehensive operating planning management. Management By Objectives (MBO) is
one kind of management pattern, which refers to anization various departments
and the staffs formulating their owns objectives according to anization aims in a
certain time through up to down and down to up with obtaining the suitable resources
allocation and the authorized premise, finishing individual’s objective actively, and
plishing anization’s total goal finally, then realizing enterprise strategy.
The paper, on the basis of prehensive understanding to the planning
management functions and the Management By Objectives (MBO) theory, Proposes
