山西资源型城市产业转型问题研究

摘要
山西是我国重要的能源基地,各城市经济过于依赖煤炭产业,并由此而导
致了严重的资源浪费和生态环境的破坏。年月日,经国务院同意正式
批复设立“山西省国家资源型经济转型综合配套改革试验区”,使得山西成为我
国设立的第九个综合配套改革试验区,也是我国第一个全省域、全方位、系统
性的国家级综合配套改革试验区。在这样的背景下,对山西资源型城市的产业
转型问题进行深入和系统的研究将具有一定的意义。
本文立足于山西省的实际情况,运用相关的经济学理论对山西省资源型城
市的产业转型问题进行了深入和系统的研究。首先通过对与资源型城市产业转
型相关的基本概念的界定和基本理论的阐述,构建了一个关于资源型城市产业
转型的理论体系。然后通过分析山西资源型城市产业发展的现状及存在的主要
问题,论述了这些城市进行产业转型的必要性,并运用分析方法系统的分
析了这些资源型城市当前进行产业转型所面临的优势、劣势以及存在的机会。
之后为了明确转型的方向,本文从主导产业的选择、外部不经济的内在化、学
习与创新能力的培养三个方面论述了山西资源型城市产业转型的指导机制。其
中通过对比较优势陷阱形成过程的论述,指出了传统比较优势理论在指导资源
型城市选择主导产业问题上的不足之处。并为了弥补这一不足,从财务管理学
中资金时间价值的概念出发,提出了比较优势在指导资源型城市选择主导产业
的具体应用中应综合考虑时间因素的思想,进而在引入财务管理学中未来现金
流量现值理论和金融产品价值一般评价模型的基础上,构建了产业价值的一般
评价模型。文章的最后,在回顾和总结了国内外典型资源型城市产业转型成功

经验的基础上,本着一切从实际出发的原则,结合山西正在进行的煤炭资源整
合工作,从选择主导产业、正确发挥资源优势等十个方面为山西资源型城市的
产业转型问题提出了一些对策和建议。

Abstract
Shanxi Province is China's important energy base, urban economic reliance on coal industry,
and thus led to a serious waste of resources and ecological environment destruction .On December 1,
2010 upon the consent formal reply of the state council is established "Shanxi national resources
economic transformation synthetically reform testing district" , Shanxi e China's
establishment of the ninth synthetically reform testing district, which is the first province domain,
comprehensive, systemic national synthetically reform testing district, which is the first province

a background, Shanxi industry transformation of resources city discussed in depth and system
research will have very important historical significance.
