中国城镇养老保险的政府财政责任研究

摘要

城镇养老保险的政府财政责任问题是中国养老保险制度至今尚未解决的难
题。本文围绕中国城镇养老保险制度转轨后的政府财政责任展开研究,分析了城
镇养老保险政府财政责任的依据和范围,界定了政府在城镇养老保险财政责任中
的边界,量化分析和预测了城镇养老保险政府财政责任资金需求与保障能力的规
模及缺口,并就政府落实其城镇养老保险财政责任给出对策建议。
中国城镇养老保险政府财政责任包括四个方面:企业养老保险基金补助、行
政事业单位离退休支出、其他劳动者养老保险的历史债务和城镇居民养老保险补
助,其中企业养老保险补助包括“老人”和“中人”两部分。2008 年城镇养老保险政
府财政责任的资金需求为亿元,财政对其支出为亿元,资金缺口
为亿元,占资金需求的 %。对城镇养老保险政府财政责任的保障能
力本文选取两个统计指标:城镇养老保险的财政负担率(财政城镇养老保险支出
/城镇养老保险支出)和城镇养老保险的财政支出比率(财政城镇养老保险支出/
财政支出),2008 年这两个统计指标分别为 %、%。
通过预测 2009-2030 年的中国城镇养老保险政府财政责任的资金需求和保障
能力并分析其缺口变化知道,以 2026 年为分界,在此之前城镇养老保险的政府
财政责任的资金需求表现为缺口,从 2026 年起开始表现为财政养老保险政府财
政责任的保障能力大于资金需求。
最后,文章就如何落实城镇养老保险政府财政责任提出对策建议:第一,界
定并显化城镇养老保险政府财政责任的边界和深度;第二,建立城镇养老保险及
整个养老保险基金预算;第三,调整政府财政支出结构,增加财政投入;第四,
着力城镇养老保险制度的统筹与整合;第五,完善城镇养老保险资源配置的公共
决策机制。

ABSTRACT

The financial responsible problem of government’s urban pension is not yet
solved for China’s urban pension system. This paper focuses on a study of
government’s financial responsibility after the transition of china’s urban pension
system and an analysis of the basis and scope of financial responsibility of the urban
pension, defining the border of government’s financial responsibility of the urban
pension system, from quantitative analysis and prediction of the financial capital
requirement and support capability of the government’s urban pension and the gap
between them, this paper proposes some policy mendations to implement the
financial responsibility of the government’s urban pension.
The financial responsibility of Chinese government’s urban pension includes
