摘要

社会保障是指以国家为主体,通过对国民收入的分配和再分配,依法对社会
成员的基本生活权力予以保障的社会安全制度。建立和完善社会保障制度,对于
建立我国社会主义市场经济体制具有重要意义。社会保障制度的运行过程和运行
结果需要通过建立一套相对完善的指标体系来衡量和评价。
社会保障水平是指在一定时期,一个国家或地区的社会成员享受社会保障经
济待遇的高低程度。它是社会保障的重要要素,反映着社会保障运行状况和社会
保障资金的供求关系。大多数学者通过社会保障支出总额占国内生产总值的比重
作为社会保障水平测定的主要指标。但是随着经济的发展和社会的进步,社会保
障需求多样化,社会保障制度的项目构成与结构同样体现着社会保障发展程度的
高低,所以仅用单一的社会保障资金支出水平已不能充分衡量社会保障水平的高
低。因此,当前迫切需要建立一套综合评价社会保障制度运行情况的指标体系,
对社会保障制度的运行过程和运行结果进行科学的定量分析,从而为我国社会保
障制度的可持续发展提供对策和建议。
本文首先通过构建一套综合评价社会保障水平的指标体系,研究了如何比较
社会保障水平区域差异的问题;然后根据一定标准,选取全国 29 个省市作为样
本进行了实证分析,并对社会保障水平区域差异产生的原因进行了探索;最后依
据分析结果,为我国不同区域设计了相应的社会保障发展对策:一类地区人口老
龄化趋势和农民工社会保障制度不完善等问题比较明显,应提高统筹层次和扩大
覆盖面,优先建立企业年金制度;二类地区包括的东北三省是试点城市,主要问
题是出现个人账户做实问题,因此应该正确处理个人账户有关问题;三类地区包
括了欠发达城市,经济发展水平低,因此在建立农村养老保障制度的基础下,加
大政府的财政责任。在具体分析完各区域的社会保障事业的发展策略后,并提出
了通过建立规范的社会保障转移支付制度来缩小区域差异的策略。

ABSTRACT

Social Security is the system which refers to the country as the main body,
through the distribution and redistribution of national e, to protect the basic
living of the country’s members. The establishment of the social security plays an
important role in China's socialist market economic system. The running processes
and results of the system prehensive indexes to measure and evaluate.
Social security level refers to the level of social security the social members enjoy
in a certain country or district at a certain time. It is the key element of the social
security system, and also reflects the running processes of the system and the
demands or the supplies of the funds of social security. Lots of studies evaluate the
level only by the proportion of the expenditure of the social security to GDP. But with
