摘要
随着中国政府“构建和谐社会”治国方略的提出和完善,“构建和谐社会”已经成为
我国现代化进程中的时代主旋律。在这一崇尚和谐的时代背景下,以“和谐理性”为
基本假设、以“公共性”为本质属性、以“公利”为指导观念的政府公共关系应该扮演什
么角色,发挥什么作用以及如何为社会和谐作贡献就是本研究所要解决的问题。
本文首先从探讨政府公共关系的由来、定义、本质、观念等基本理论问题入手,
通过最新公共关系理论成果的注入,对已有的政府公共关系理论进行了继承和发展:
将政府公共关系的研究范式由强调知名度和美誉度的“传播范式”引向注重和谐度
的“关系范式”,将政府公共关系的理论视野由关注自身扩展为关注社会,将政府公
共关系的指导观念由私利观念阶段推进到公利观念阶段,从而明确了政府公共关系
追求社会关系和谐的职业使命;其次,在探讨和谐社会内涵和构建和谐社会的核心
问题的基础上,提出政府公共关系在构建和谐社会中的总功能是社会关系的管理师,
具体来说它分别扮演着公众关系的管理者、公共信息的传播者和制度公正化的促进
者三种角色;第三,通过对政府公共关系研究中有关关系和谐化的理论的梳理和回
顾,为政府公共关系构建和谐社会的作用机制和具体策略提供理论支撑;最后,本
文在第五章提出了政府公共关系构建和谐社会的两大宏观机制——和谐理念的创新
扩散机制、和谐舆论的引导整合机制和两大微观机制——社会和谐化的关系内容管
理机制、社会和谐化的关系动态管理机制,并且在第六章从实践层面为政府公共关
系实现社会和谐化提供了四大策略——关键公众策略、议题设置策略、因“人”而异
的传播策略和公益活动管理策略,具有较强的可操作性。
政府公共关系的有效开展,可以极大的促进社会的和谐化,同时,政府公共关
系的价值在构建和谐社会的背景下得到了最大程度的彰显。本文的创新之处在于:
用最前沿的公共关系理论发展了政府公共关系理论,并以此为指导,构建了政府公
关促进社会和谐的机制和策略。

Abstract
Along with the "the construction of the harmonious society" as the Chinese state
management strategy being proposed and consummated , "the construction of the
harmonious society" has e the main melody of our society in the process of
modernization. Under this time background of cherishing harmony, the government public
relationship (GPR), which takes "the harmonious rationality" as the basic supposition,
takes "public" as the essential attribute and takes "public interests" as instruction idea,
should play what role to make contributions to the construction of the harmonious society.
This is the main problem that the essay will try to answer.
Begin with the discussion of the elementary theory of the GPR, such as the origin, the
definition, the essence and the idea, the essay developed the old government public
relationship theories according to the newest public relation theory achievement: put
