普通高校投资效益分析及其对策研究

摘要

近几年来我国高等教育的快速发展,对高等教育的投资提出了更
多要求,但国家财政教育经费的投入又没有及时跟上,其他渠道的投
资额度还不能起主导作用。在这种情况下,如何提高高校的办学效益,
促进高等教育的可持续发展就显得非常重要。本文拟通过分析我国普
通高校办学效益中存在的问题,并提出解决对策。
在投资效益分析上,本文首先利用生产函数表示的教育与经济增
长的关系模型,通过对1985-2003年我国教育及高等教育投资的回归
分析,得出影响我国经济增长的各因素中,资本仍然起着主要作用,高
等教育对经济增长的贡献很小,这与我国对高等教育的投资过少有密
切关系,增加对高等教育的投资势在必行。其次通过对普通高校内部
人力、物力、财力资源使用效益的分析,发现高校资源浪费现象严重、
使用效益低下,“节流”意识比较淡薄。最后通过对大学生和用人单
位的问卷调查,发现他们的满意度也不高,高校办学理念、管理体制
和培养的大学生不能及时跟上市场经济发展的要求。
在对策研究上,本文尝试从政府宏观管理体制和高校内部管理体
制等两个方面的改革入手,提出一些建议。首先政府应积极完善有关
政策、制度,拓展高校的多元筹资渠道。其次,要推进高校产权制度
改革,提高高校的办学自主权,并通过改革高等教育财政支出制度,
引导高校加强对办学质量、办学效益的重视。最后,要从提高财力、
人力和物力资源的使用效益上着手,加强高校内部管理体制的改革。
通过规范投资管理体系、优化内部人员结构、强化物资的日常管理等,
促进以提高效益为目标的高校内部管理水平的上升。

Abstract

With the fast development of higher education of our country, the
demand on the investment of higher education also goes a step further.
However, the national outlay can not meet the need of the objective
reality and the other financial channels still can not play leading role
during this course. Under these circumstances, it is very important to
improve the benefit of running colleges and universities, and to promote
sustainable development of higher education. This thesis mainly analyzes
the problems existing in the benefit of running ordinary colleges and
universities of our country, as well as some useful countermeasures.
On the analysis of investment benefit, this thesis firstly uses the
economic model which stems from the production function and also
shows the realation between education and economic growth. Through
the regression analysis on the higher education and relative investment of
our country from 1985 to 2003, the thesis researches belowed conclusions:
