FDI对中国电子信息产业集群影响的实证研究

摘要
在知识经济时代,电子信息产业是世界经济的支柱产业,是各国争夺科技、经
济、人才和军事主导权的战略性产业。20 世纪 90 年代以来,中国电子信息产业的发
展速度令世界为之瞩目,并且在国内已经形成三大电子信息产业集群。作为吸收 FDI
最多的行业之一,电子信息产业集群的发展受到 FDI 越来越深刻的影响。
FDI 与产业集群的关系研究是近年的热点。关于 FDI 对产业集群影响的理论研
究和实证研究很多,但在实证方面一般是对企业的研究以及对工业部门或是制造业
的研究。针对某个具体行业的研究不多,且大都仍然停留在经验研究阶段,而没有
使用实证研究的方法。本文首先综述理论和界定相关概念,然后分析我国电子信息
产业集群的分布及利用 FDI 的现状,接着在理论与现实的基础上进行 FDI 对我国电
子信息产业集群影响的实证分析。本文在计量模型中设置虚拟变量进行最小二乘法
估计,使用 224 个电子信息产业制造业的省际面板数据,探讨从 1999 年到 2006 年
FDI 对我国电子信息产业的影响以及 FDI 对三大电子信息产业集群和其他地区的影
响的区别。实证结果表明:外资对我国电子信息产业存在较为明显的溢出效应;FDI
加剧了地区间的不平衡发展;在其他要素投入(包括 FDI)相同的情况下,产业集群
地区的发展明显快于其它地区。在此基础上,本文最后提出了充分利用 FDI 促进我
国电子信息产业集群发展的政策建议。

Abstract
In the era of knowledge economy,Electronics and Information Industry is a pillar and
strategic industry dominating science and technology, economic, personnel and military
in the world. Since the 1990s,the development of the Electronics and Information
Industry in China has drawn the whole world’s attention,and Three Major Electronics and
Information Industry Clusters have been formed in the country. As one of the largest
industries in FDI absorption,the development of Electronics and Information Industry
Clusters is more profound impacted on FDI.
Research on the relationship between FDI and Industrial Clusters is the hot in recent
years .There are many theoretical and empirical studies on the influence of FDI on the
industrial clusters. However,generally some of them are focused on aspects of enterprise,
and some on the whole industrial sector and the manufacturing sector. There are few
studies on a specific sector which still remain in the stage of experience research,without
using empirical methods. Firstly,This paper summarizes the correlated theory and defines
