中国石油资源战略与对外直接投资研究

摘要
石油资源对经济发展具有重要的作用,是人类社会生产和生活不可缺少的
能源。石油是重要的战略资源,同时也是中国的短缺资源之一,石油已经成为
关系到国民经济命脉和国际经济安全的重要战略物资,渗入到各国经济和人民
生活的各个方面。中国作为世界上最大的发展中国家,随着经济的不断地发展
将对石油需求不断增大。改革开放以后,中国对石油的需求与日俱增,对国际
石油市场的依赖程度也日益加强。中国从年开始由于石油资源供需缺口逐
年增大导致衡,从而产生了石油安全问题。如何获取
充足和稳定的海外石油资源成为解决中国石油缺口问题的关键所在。因此,制
定科学的石油资源战略,对促进中国经济发展具有重要的现实和战略意义。
全文整体结构上分为五章,从各个层面研究探讨中国石油资源对外直接投
资问题,文章的最终落脚点是主要探讨中国石油资源对外投资的策略问题。首
先,通过研究世界石油资源概况、中国石油资源概况和石油资源供需形势,借
鉴发达国家的石油资源战略,提出中国的石油资源战略。然后,从宏观因素和
微观因素两个方面分析中国石油资源对外直接投资的动因,从有利和不利条件
两个方面评价中国石油资源对外直接投资的可行性。最后,在上述分析基础上
提出中国石油资源对外直接投资的策略,主要包括投资区位选择、投资模式和
石油企业核心竞争力培育等;同时提出中国石油资源对外直接投资的政策建议,
中国政府也需要大力实施合理有效的政策扶持,主要包括财政、金融、法律、
政府体制和机制、外交等方面。

Abstract
Oil resources is the primary energy which is indispensable to social production and life, and
has important influence on economic development. Oil is an important strategic resource, and also
one of China's shortages of resources. Oil has e the important strategic materials which
related to the lifeline of the national economy and international economic security, and rated
into all aspects of the national economy and people life. As the world's largest developing country,
with the rising level of economic development, China's demand for oil resources increases
continuously. Since reform and opening up, China's demand for oil increased and depended on the
international oil market increasingly. Since 1993, it became the oil security issues because China's
more and more unbalanced oil supply and demand and the gap between supply and demand has
expanded each year. How to obtain adequate and stable China's overseas oil resources is the key
problem for solving of the oil gap. Therefore, making the science strategy of oil resources has
important practical and strategic significance to the promotion of China's economic development.
