我国非正规就业产生与发展的制度阐释

摘要
就业问题一直是经济学研究的一个重点,对非正规就业问题的研究,由于其
对于改善我国严峻的就业形势、缓解贫困等方面具有重要作用而越来越受到关注。
本文运用理论分析与实证分析相结合的方法,从非正规就业的基本概念出发,通
过分析我国非正规就业产生的制度性原因,从理论上和实践上指出发展我国非正
规就业的可行性,并针对发展我国非正规就业存在的主要障碍,提出了若干优化
非正规就业发展的制度环境的措施。
本文首先分析了研究非正规就业的理论背景及现实背景,对国内外非正规就
业的理论研究进行了总结,非正规就业的概念进行了阐释,分析了国内外对非正
规就业研究的概况。
其次,通过一个含有制度变量的模型说明了我国非正规就业产生的制度性原
因,并进一步分析了非正规就业产生的具体制度性原因。通过对发展非正规就业
的可行性分析,说明了非正规就业的产生既有理论依据,也符合我国的国情;既
顺应了宏观经济结构的调整方向,又满足了微观非正规就业市场供求双方的需要。
但是,在非正规就业的进一步发展中存在有制度性障碍,既有正式制度的障碍也
有非正式制度的障碍,并且由于非正规就业本身的特点等也会给制度的设计带来
难度
最后,本文分析了发展非正规就业所需的制度环境,应该建立非正规就业的
生存、政策支持、服务系统来促进非正规就业的发展。
非正规就业蕴藏着巨大的发展潜力,它不仅是解决我国严重失业问题的有效
途径,也符合未来人们选择就业模式的发展趋势。鉴于其发展遇到的诸多障碍,
政府在制订和执行政策的时候,应鼓励和扶持非正规就业的发展,并加以适当、
适度的规范,充当促进者和规范者的角色。

ABSTRACT
The problem of employment has always been an emphasis in the study of
economics, and the study is now focused on the informal employment owing to its
great contribution to our country in improvement of the current difficult employment
situation and mitigation of poverty. Adopting a synthetic approach of theoretical and
empirical methods, and with reference to the definition on informal employment, this
paper probes into the situation of informal employment in China and points out the
institutional reasons of the produce of informal employment in our country. Several
measures are proposed to remove the existing major barriers and promote the
development of informal employment.
Firstly, this paper starts form the explanation to the concept of informal
employment, the research situation of informal employment both in China and abroad.
Then it analyzes the total quantity, the constitutions and the characteristics of informal
employment, and its connection with formal employment.
