服务外包的发展及中国应对策略分析

摘要
随着经济全球化迅速发展和信息技术的广泛应用,服务全球化已成为一股
潮流,而国际服务外包是服务业全球转移和国际服务贸易的一种新形式,目前正
引起越来越多国家的重视。中国在《国民经济和社会发展第十一个五年规划纲要》
(简称“十一五规划”)中就明确提出,要“建设若干服务业外包基地,有序
承接国际服务业转移”,表明我国政府已将承接服务外包作为国民经济发展的重
要战略。中国商务部在 2006 年又启动了“千百十工程①”,工程得主要目标是“十
一五”期间,在全国建设 10 个具有一定国际竞争力的服务外包基地城市,推动
100 家世界著名跨国公司将其一定规模的服务外包业务转移到中国,培育 1000
家取得国际资质的大中型服务外包企业,创造有利条件,全方位承接国际服务外
包业务,并不断提升服务价值,实现 2010 年服务外包出口额在 2005 年基础上翻
两番。那么,什么是服务外包?中国为什么将承接服务外包提到战略高度?如此
等等,都是本文要探讨的问题。
本文以服务外包为研究对象,主要包括服务外包的理论基础、服务外包的动
因、服务外包的影响、服务外包的发展现状及趋势、影响中国服务外包发展的因
素及应对策略。
首先,文章在第一章探讨什么是服务外包及为什么研究服务外包的问题,在
第二章从理论上论述服务外包产生的合理性,在第三章深入剖析服务外包发展的
动因,然后在第四章从发包国和承包国两个视角分析服务外包的影响,接着在第
五章分析全球服务外包和中国服务外包发展现状及趋势,最后在第六章以 SWOT
为工具详细分析中国服务外包发展的影响因素并给出促进中国服务外包健康、快
速发展的应对策略。

Abstract
Along with economic globalization rapidly developping and wide application of
information technology, services globalization has e a trend,while the
international service outsourcing is the transfer of services and international services
trade in the world a new form, and it is causing more and more national attention at
present. China's "Economic and Social Development 11th Five-Year Plan" (referred
to as "Eleventh Five-Year Plan") desingns clearly to "build a number of service
outsourcing bases in order to undertake the transfer of international services," which
shows our government has to undertake service outsourcing as an important strategy
for national economic development. Chinese Ministry merce launched the
"Qian Baishi project" in 2006, its main objective is during "Eleventh Five-Year
Plan"to construct 10 service outsourcing base cities with certain international
competitiveness around the country, to promote the 100 world-renowned cross-border
to bring a certain scale service outsourcing business to China, to cultivate 1000 large
and medium sized service outsourcing enterprises with
