摘要
加快科技成果转化是科研院所与高校实现社会服务职能一种重要的途径。
促进科技成果转化对于我国建设创新型国家具有重要的意义。科研事业单位凭
借着其密集的人才与设备优势,已经产生了大量的科研成果。但是这些成果中
真正能走向市场、实现产业化的却并不多。如何提高科研事业单位科技成果的
转化率,解决成果转化中的瓶颈问题,已成为我国需要研究的重点课题。
过去,我国已有相当多的学者关注到成果转化中存在的问题,并撰写了大
量的相关文章,但这些文章中以资产管理角度来分析成果转化问题的文献却并
不多。事实上,目前我国国有资产管理的相关政策已在很大程度上影响了科研
人员转化成果的动力。本文充分吸纳以往相关研究的成果,学习了技术创新及
科研管理一线相关专家的有关建议,参考科技部对科技成果转化问题的问卷调
查,并实地调研中南大学、中科院计算所、中国农科院等机构,切实地了解到
目前高校及科研机构在科技成果转化中国有技术类无形资产管理的问题,并从
这些存在的问题出发,结合当前国内有关成果转化与资产管理方面的法规制度,
分析借鉴美英两国在处理类似问题时制定的政策与采取的措施,提出了优化科
研事业单位技术类无形资产管理的政策建议。

The Study on Management Policies of Technological Intangible
Assets in Achievement Transfer of the Research Units
Abstract
Scientific and technological achievements transfer is not only an important way
for the universities and research institutions to achieve their social service functions,
but also an essential stage to build the innovative country.
With their advantages of intensive personnel and equipments, R&D units have
created a large number of achievements. But there are few of them entering the
market and realizing industrialization. How to promote achievements transfer and to
address bottlenecks in the technology transfer have e the focus subjects in our
country.
In the past, quite a lot of researchers have paid attention to the problems of
technology transfer, and also have written many related articles. However, few of
them tried to solve problem in the perspective of asset management. In fact,
State-owned assets management policies and regulations related to the
