新疆城乡居民医疗保障差距问题研究
摘要
本研究是在国家新医改的大环境下,根据新疆的实际情况,研究新疆城乡居民医疗
保障差距的具体问题。论文以新疆城乡居民医疗保障差距为研究对象,从宏观和微观两
个层面进行研究,分析在现有医疗保障制度下城乡居民医疗保障存在的差距,特别是医
疗保障水平存在的差距,并对此提出建议,对于缩小新疆城乡居民医疗保障差距,最终
使新疆所有居民都享受到基本无差别的医疗保障。
本研究介绍了国内外关于医疗保障的理论,并简要介绍了新医改中医疗保障改革的
相关内容,对中国以及新疆城乡医疗保障制度演变的过程进行了回顾。通过分析新疆城
乡居民医疗保障差距的状况,运用模型测定医疗保障水平,具体比较了新疆城市与全国
城市、新疆农村与全国农村、新疆各地州之间差距,最重要的是具体测定了新疆城乡居
民之间医疗保障水平并分析了新疆城乡居民医疗保障水平,进一步分析了新疆城乡居民
医疗保障存在差距的各种原因以及制约因素,阐述了对新疆经济社会的影响,进行了新
疆城乡医疗保障一体化的制度设计并提出解决这些问题的对策建议。通过研究得出以下
结论:新疆城乡居民医疗保障存在差距,主要是农牧民享受的医疗保障过低;新疆城乡
居民医疗保障水平和东部发达省份相比有着较大的差距,即使在全国也是处于相对靠后
的位置;随着新医改中具体措施的落实、深化,新疆城乡居民医疗保障差距的问题有望
得到解决。

Investigate the differences of health care between rural residents and
urban residents in Xin Jiang
Abstract
This article under the reform of health care in china and Xinjiang’s specific conditions, investigate the
differences of health care between rural residents and urban residents. Furthermore, this paper, from micro
and macro aspec t, analyzes the differences of health care in xinjiang under current medicine care and
brings forward a series of suggestions. To narrow the gap of medicine care between rural residents and
urban residents is helpful to assure all residents share equal health care.
To begin with, this paper gives brief introduction to theory of health care at home and abroad and
primary contents of new reform of health care, then traces back to the evolution of medicine health of
xinjiang and china respectively. Secondly, this paper analyzes the differences of health care between rural
residents and urban residents by model to explain the level of health care. By parison between
xinjiang and china, cities and villages in xinjiang as well as different districts in xinjiang, this paper
analyzes reasons or factors to incur or affect the differences of health care between rural residents and
