摘要
随着信息技术的飞速发展,管理信息系统在人事档案管理工作中的应用已
成必然。论文分析研究了建立管理信息系统的技术基础,利用结构化分析方法
对现行人事管理信息系统的组织结构、管理业务流程、用户需求等内容进行了
详细调查和分析,并据此提出了新系统的逻辑模型。在系统分析的基础上,结
合数据库相关理论,以及人事档案部门的实际情况,进行了系统数据库的概念
结构和逻辑结构设计;利用结构化设计方法进行了系统设计,提出了系统的物
理模型系统;选择基于 Windows 平台的关系型数据库管理系统 Microsoft SQL
Server 2000 为软件平台,采用 C/S 结构模式开发,可视化的面向对象的开发工具
Visual Basic,实现了系统程序设计,开发出了操作简单、实用性强、界面友好、
有良好扩充性的人事档案管理信息系统。该系统的七个功能模块即人事档案管
理、部门管理、日常考核、人事变动、决策查询、档案统计、教育培训,较全
面地体现部队人员的全貌。本系统实施后可有效地提高人事档案部门的办公效
率,是推进军队管理信息化的基础性工作。

The Design and Implementation of the Management
Information System of the Military Officer Personal Files

Abstract
With the development of the information technology,the application of
Management Information System(MIS)in personnel files management is
ing more and more widespread. In this paper, the basic technology of
MIS are depicted, and the personnel MIS is analyzed using structured analysis
method, which including investigation and analysis anization structure,
managing operation flow, requirement of users, etc. The logical model of the
new system is put forward based on the analytical result. The design of the
conceptual and logical structure of the system database is achieved based on
system analysis related with database theory and the practical situation of the
Personnel Administrative the method of structure design,
the system design is carried on and the physical model of the system is
present. The Microsoft SQL Server 2000 which is a RDBMS based on the
Windows is selected as the software platform of the system, and C/S mode and
VB are selected as developing tool .The whole system is implemented in this
