摘要
随着公交客运事业的蓬勃发展,公交车营运人员在运营过程中的安全和管理也
越来越被重视。近年来,全国各地公交客运除了不断的乘运纠纷外,公交车上盗窃、
抢劫和侮辱妇女等案件时有发生,这些一直困扰着公交司乘管理人员和公共安全部
门,严重干扰了社会安定。在此背景下,公交视频监控系统成为社会治安防控体系
的重要组成部分。
该系统采用先进的数字视音频监控技术,把车辆内外的视音频信息进行实时记
录保存以备日后查证使用,同时采用无线技术把该视音频信息传送到指挥中心,给
远程指挥调度提供第一手资料。系统为使用 C/S 和 B/S 结构的监控系统,系统选择
XP 与 SQL Server 2000 为开发环境,按照软件工程方法,首先介绍了系统关键技术,
如 J2EE 架构、流媒体技术、ICE 通讯技术等,接着对系统进行了需求分析,并进行
系统的总体设计。然后通过将系统分为车载信息系统、公交视频监控调度管理平台
两大部分,而对组成公交视频监控调度管理平台的前端接入管理子系统、流媒体存
储子系统、报警子系统、客户端接入管理子系统、数据库应用子系统和平台管理子
系统等组成主要模块进行了的详细设计和实现,包括界面的设计和功能的实现等。
系统各个子系统之间通过 ICE 技术通讯,使信息快速的传递,同时,信息在保
存和传输过程中的安全性和可靠性也得到了有效的保障。

Abstract
With the explosion of the passenger transportation of bus, people attach more and
more importance to the security and management during the operation process of the bus
operating personnel. In recent years, in spite of the constant disputes, thefts, robberies and
women molested occurs very often in the bus all over the country, which has been
bothering the bus management personnel and the public security bureaus and seriously
disturbed the stability of society. Thus, it is necessary to develop a video monitoring and
management system to guarantee the security in the bus.
This system uses advanced digital video and audio monitoring technology; it allows
recording and saving the video and audio signal in and outside the bus for future use. In
the meantime, it uses wireless technology to transfer this video and audio signal to the
command center and provides first-hand information for long-manding and
dispatching. The system chooses XP and SQL server 2000 as the developing environment,
in accordance with the software engineering approach, first of all, the system needs
