基于网络的招投标系统的设计与实现

摘要
招投标在我国己经有了一段时间的发展,采用招标投标与其他商品交易方式相
比较,可以使招标人能获得最佳的经济效益,随着全球信息技术(IT)的集成化和网络
化发展,尤其是互联网/企业内部网()技术和电子商务(merce)的广泛应
用,使得越来越多的公司提出了网络招投标的需求。
在分析本课题的研究背景、目标以及研究意义之后,结合软件项目的基本开发
方法,运用J2EE 框架和Struts 技术,开发了一个基于网络的软件项目管理系统——
深圳某药业公司的网络招投标管理系统(IBS)。该系统实现了网上对竞价前的供货
商批准和竞价后的供货商认定流程、以及进行网上竞价的过程历史数据的备份以便
随时能够调档观看、固化公司对采购部门的部分招标流程等功能,有利于对企业进
行招投标过程中的规范化操作,提高企业综合效益。
根据课题的研究开发流程,详细阐述了IBS管理系统分析、设计和实现的过程,
在具体开发过程中,首先介绍了网络招投标管理系统的背景和现状以及实现本系统
所需要的技术支持,表明了开发该系统的必然性和技术性,然后结合实际情况对项
目进行了需求分析和总体设计,围绕公司项目招投标的规范化和数据公开化、透明
化、提高沟通效率、为后续的公司药品采购招投标信息管理信息化积累经验等要求,
采用了三层 B/S 体系结构,在此基础上又进行了详细设计与实现数据库,界面等部
分,最后还对系统的性能进行了较全面的测试,效果良好。 IBS招投标系统的实现
为药业公司的药品招投标管理工作提供了一条高效、便捷的途径,对于医药行业的
信息化建设而言,本项目的研究具有重要的应用价值和现实意义。

Abstract
Bidding in China has been there for some time, using bidding modities
trading, compared to the tender can get the best people to the economic benefits, as the
global information technology (IT) and the work development, especially
the / () technology and merce (E -Commerce) wide
application, making an increasing number panies bidding for work needs.
In the analysis of the research projects in the background, objectives and significance,
with the basic software development projects methods, and use Struts framework and
J2EE technology, the development of a Web-based software project management system -
a Shenzhen pany'work bidding Management System (IBS). The
system has bid on the before the ratification and suppliers after the bidding
process that suppliers, online bidding process historical data backup can search to keep
watch, panies part of the procurement departments tendering process, and other
functions, it is beneficial for enterprises in the process of bidding standardized operation,
and enhance their overall efficiency.
