摘要
  改革开放以来,我国加工贸易发展迅猛,从1981年到1999年的19年间,(其中:1981年加工贸易商品进出口总值为 ;)。1996年加工贸易进出口额在我国进出口贸易总额中首次过半,%,%;加工贸易已涉及我国绝大部分产业,成为我国对外贸易持续快速发展的主要推动力,并且在促进区域经济繁荣,推动利用外资,解决社会就业,增加出口创汇,引进国外先进技术和管理经验等方面发挥着重要作用;取得了明显的经济效益和社会效益。但是,由于加工贸易分散经营,遍地开花,导致管理难度大为增加。因而,运作模式比较复杂,同时也易于引发利用加工贸易渠道走私等一些不容忽视的问题。如何改进和完善对加工贸易的管理工作,己成为一个刻不容缓的课题。
自2000年出口加工区在全国设立以来,为我国充分利用境内外两种资源、参与国际分工提供了机会。本文对出口加工区的发展概况进行了一些分析,并就存在的问题提出相应建议。得出的主要结论是:出口加工区在扩大出口、增加就业、引进资金技术和承接国际产业转移具有一定作用,但是仍存在对经济的贡献受自身在生命周期所处的地位的制约,,提出了一些解决的对策.
