21 世纪,沿海经济正成为新兴的经济领域和新的经济增长点。河北省地处渤海之滨,
战略地位显著。但近年来,河北省与沿海发达省份间的差距有日益扩大的趋势,这在某
种程度上说明河北省沿海城市对全省的经济带动作用明显不足。2006 年 11 月,河北省
第七次党代会提出“全面贯彻落实科学发展观,为建设沿海经济社会发展强省而团结奋
斗”的宏伟目标,正式把沿海经济确立为经济发展的又一增长点,通过培育沿海经济隆
起带来带动河北省经济的快速发展。同时我们看到,全国区域发展战略也在紧锣密鼓的
制定中,因此,积极制定河北省沿海经济战略来适应当前的经济环境显得尤为必要。
本文以区域经济学、管理学 SWOT 理论作为理论依据,通过研究国内外沿海经济
发展理论的演变,结合第七次党代会提出沿海战略背景,科学提出当前河北省实施沿海
经济战略的定位,并通过定量分析港口经济与 GDP 增长的关系和港口建设对产业结构
的优化作用,验证定位的科学性。采用 SWOT 法系统分析河北省发展沿海经济内外部
环境、内外部优劣势,依据 SWOT 矩阵模型提出适合河北省不同地区具体战略选择,
并结合实际情况提出发展途径与思路,最终,提出河北省发展沿海经济的建议和对策。

Abstract
In the 21st century, the coastal economy is ing the new economy and new
economic growth point. Hebei Province is located in the Bohai Sea Coast, a significant
strategic position. But in recent years, the gap between developed coastal provinces and
Hebei Province has grown expandingly. To some extent, this indicates that the coastal cities in
Hebei Province are obviously inadequate on the economic leading role. November 2006, the
7th Party congress in Hebei Province, proposed the grand goals that "fully implementing the
scientific concept of development, and striving to build a strong province in the coastal
economic and social development ". Hebei Province officially established Coastal economy as
another growth point of economic development. The rapid economic development will be
promoted by fostering coastal economic development uplift . At the same time, National
regional development strategy is also in full formulating. Therefore, developing coastal
economic strategy of Hebei Province that is adapted to the current economic environment is
particularly necessary.
This paper used regional economics theory and SWOT management theory as the
theoretical basis, by studying the evolution of domestic and international coastal economic
theory, we scientifically proposed the
