基于投入产出技术的河北省能源利用效率分析

摘要
能源利用效率偏低,产业结构不合理,是我省经济社会发展中存在的突出问题。产
业结构对节能降耗具有一定的相互制约、相互影响作用,因此,对能源利用效率和产业
结构调整的研究是促进一个国家和地区经济发展的重要途径,具有重要的理论意义和现
实意义。
本文通过综合比较国内外关于能源利用效率研究的文章,结合产业结构调整的理
论,主要分析“十一五”末河北省能否实现节能降耗 20%的目标,并对节能工作提出相应
的对策建议。首先,以瓦里西—列昂替夫的投入产出技术为基础,利用河北省 2005 年、
2007 年投入产出表,构建河北省产业发展与能源利用效率的投入产出模型,从经济规模、
三次产业机构以及能源利用状况进行分析,全面把握河北省经济运行与能源发展利用现
状;其次,通过改进的 RAS 法对 2007 年直接消耗系数进行调整,预测出 2010 年的直
接消耗系数,同时与《河北省国民经济和社会发展第十一个五年规划纲要》相结合,选
择适合各部门的发展速度,调整产业结构,确定最终需求向量,依据设定的模型对河北
省 2010 年经济发展状况进行定量预测,细致测算 2010 年各部门总产值和增加值。进而,
再以 2005 年价格为基准,将 2010 年投入产出预测表调整为 2005 年可比价投入产出表,
使得能耗利用数据具有可比性。再次,通过结构节能和技术节能两个角度分析河北省能
否实现节能降耗目标。利用可比价投入产出表,分析结构节能达到的目标,同时考虑技
术改进的影响,从技术节能角度预测节能降耗的目标,进而,将二者相结合,得到 2010
年节能降耗的百分比,预测得 2010 年末即“十一五”末河北省能够实现节能降耗 20%的
目标;最后,依据经济发展趋势判断和《河北省国民经济和社会发展第十一个五年规划
纲要》,提出河北省在今后能源发展方面应主要通过调整产业结构和增强节能监管等措
施,实现节能目的,提高我省能源利用效率。

Abstract
Both low energy efficiency and irrational industrial structure are core issues in economy
development of our province. Industrial structure affects and restricts the energy saving in
some point, as well as the back action, thus, the research of the energy efficiency and
industrial restructuring is one of the priority ways for improving the economy development in
a country or an area, which has both important theoretical and practical significance.
In this article, the pares lots of the articles of energy efficiency, combine
industrial restructuring theory. First, base on the technology of input-output, using the table
of input-output of Hebei Province in year 2005 and 2007, creates the input-output model of
Hebei industrial development and energy efficiency, analyze from scale of economy, third
anizations, and energy using status, hold the status of Hebei Provence's economy
