摘要
自江泽民同志在党的十六大提出统筹城乡发展的重大战略思想以来,我国理论界围绕这一战略课题展开了专门的研究。本文对统筹城乡发展中存在的一些突出问题作了进一步的探讨和研究,试图提出一些更加合理和有效的建议。
本文坚持以马克思主义的辩证唯物主义和历史唯物主义为指导,从历史与现实、理论和实际相结合的角度,借助政治学、历史学、社会学和经济学等学科的知识,综合采用文献法、理论分析法、归纳总结法和调查法等方法,对当今我国构建社会主义和谐社会背景下的统筹城乡发展问题进行了详细的分析。
本文取得的主要成果有:一是简洁地提出了统筹城乡发展的含义;二是特别强调农民落户城镇的重要性,指出了当前的中国住房制度的严重弊端,认为必须进行改革,并提出了一些对策;三是主张赋予农民对承包地的永久继承权,并允许转卖,等。
研究中所获得的主要结论,为人们正确认识统筹城乡发展的含义提供了参考依据,对于我们党如何酝酿统筹城乡发展的具体举措具有启示和参考价值,若能被采纳并付诸实践,将可能会加快我国统筹城乡发展的进程。

Abstract
In China, the theory sphere has started to do research on the strategy of coordinating urban and rural development, since Jiang Zemin brought forth the great strategy on the Sixteenth National People’s Congress. The article did deeper quest and research on some noticeable problems which exited in coordinating urban and rural development and tried to make some more rationable and effective suggestion.
Under the guiding thought of Marxism’s dialectical materialism and historical materialism and from the perspectives of the history and reality of theory and fact, this article, exhaustively, did some analyses to the problem of coordinating urban and rural development in the background of constructing the socialist harmonious society, with the help of the knowledge of the political, history, sociology, economics etc. and the methods of literature consultation, theoretical analysis, survey and so on.
