城镇非建设用地分类及评价指标体系研究

摘要
我国正处在一个城镇化高速发展时期,城镇用地迅速扩张,大量影响城镇生态
安全和空间格局的非建设用地被盲目流转为建设用地进行开发,为城镇的持续和谐
发展带来不可逆转的影响和破坏,城镇土地的集约利用和生态环境保护面临极大的
挑战……如何有效协调管控城镇用地的随意变更流转问题,成为从学术界到建设管
理部门都高度关注的重大问题。而传统的城市规划本质上是一个建设用地的规划,
仅对规划区内的建设用地有明确的用途安排,对建设用地以外的区域是否可以用于
城镇建设,则少有相对清楚的表述和提出明确的控制要求,致使城镇土地各种管理
控制收效甚微。
在这样的宏观背景下,针对非建设用地系统的复杂性,以及缺乏对该系统的量
化分析,论文试图从提高城镇非建设用地系统认知入手展开研究,在总结当前城镇
非建设用地实践与前期研究工作的基础上,对非建设用地的系统分类问题和评价指
标体系进行探讨。这对于提高土地利用效率,提升城镇发展决策的科学性具有重要
理论价值,而且对于减少城镇用地扩展的盲目性和随意性,保护当前日益严峻的城
镇生态环境、建设和谐城乡关系具有影响深远的实践意义。
论文在界定了非建设用地的概念之后,对其研究现状进行总结评价,继而指出
研究中尚存在的问题,据此展开对非建设用地的系统分类研究和评价指标体系研究。
首先分析确定非建设用地分类的依据,提出按照政策、功能作用、资源禀赋分为“技
术性”、“景观性”、“生态性”、“政策性”、“经济性”五类,并确定每类非建设用地
的影响要素。在此基础上进行非建设用地的评价指标体系研究——提出评价目的与
作用、建构的思路与方法以及评价指标及其权重确定。文末作者指出论文作为城镇
非建设用地分类、评价方法和管控策略研究课题的一部分,下一步工作中需在建立
非建设用地价值评估方法及评价模型、建立非建设用地流转的风险评估系统、非建
设用地的管控策略研究三方面深入展开。

ABSTRACT
With the high-speed development of Chinese town, the phenomena of city
constructive land invading into much land for non-constructive use purpose which plays
an important part in urban ecological pattern is more and more serious. That takes a bad
effect on the urban sustaining development and is a challenge for the intensive use of land
resource and the protection of urban ecological environment. How to administer and
control the urban land harmoniously and keep them from altering optionally? It is a
significant problem in the academia and department of construction management. While
traditional urban planning is a planning of constructive land, which only attach importance
to the layout of constructive land but the other land. There’s no propose whether the other
land can be used in construction. All those lead to invalidation of the measures of urban
land administering and controlling.
