摘要:政府门户网站作为政府面向公众的窗口,是政府管理与服务的一个重要载体。目前已
有的电子政务的研究多从满意度以及公众接受的角度出发,本文拟从以人为本的核心出
发,研究政府门户网站的公共服务价值,构建服务价值的评估体系,得到概念框架,框架
中的因素包括信息、服务、用户导向以及公开和信任,并以贵州收集的数据进行理论分
析,使用结构方程模型进行验证,最终得到门户网站的信息、服务、用户导向、公开以及
信任都是公共服务价值的关键因素,从而对政府的电子政务建设有一定的指导意义。

Research on Public Services Value of Government Portal

Abstract: As a government public-facing window, government portal is an important carrier of
government administration and services. The present papers most study the E-government from
user’s satisfaction and public acceptance view. This paper targets on value of public service on
government portal, building service value assessment system. Five variables of the framework are
considered including information, service, user-oriented, openness and trust. Theoretical analysis
of the collected data from Guizhou is using structural equation modeling to validate. Ultimately,
information, service, user-oriented, openness and trust are the key factors of public service values
for government portal and thus there is some significance for the construction of government
portal.
