通信业官产学创新合作关系测度--基于国家

摘要:本文运用雷迭斯多夫(Leydesdorff)的“三螺旋定量算法”,以通信信息类行业为主要研
究对象,以中国国家知识产权局专利检索数据库为数据来源,通过对过去 7 年电通信领域发
明专利、实用新型专利、发明授权专利数据的对比分析,对其反映的通信业官产学互动关系
进行定量研究。研究表明,在官产学结合产出电通信专利成果方面,“大学”和“产业”结合最
紧密,“政府”和“产业”结合程度次之,“大学”和“政府”结合最不紧密。针对该研究结论,本
文进行了原因分析,并针对“大学”、“政府”和“产业”三个主体提出了相关建议。

Abstract: Based on Leydesdorff’s triple helix algorithm, this paper munication as main
object of this study, and uses the patent information services platform as the data source, it does a
statistical analysis on the data in invention patent, utility patent and authorized patent from 2006 to
2012 in order to measure the relation among university, industry and government of
communication. The research shows that the relation of university and industry is the closest in
outputting munication patents area, the relation of government and industry takes
the second place, and the relation of university and government is not close at all. Based on the
conclusion, we analyze the reasons and give some related suggestions to university, industry and
government.
