摘要
在社会发展的过程中,科学技术是第一生产力。世界各国已经达成共识,技术进步
是一个国家综合国力最重要的标志和内容,并且加大财政科技投入正是加强技术进步的
有效途径。一个的提高主要依赖于科技的投入。虽然河北省近几年的
财政科技投入有了较大的增长,但从全国各省份来看仍存在较大的差异。河北省的科技
进步总体状况处于中下游水平,面临的问题和发展任务是艰巨的。
通过实证分析发现大量的财政科技投入与积累来实现我省经济增长的重要因素之
一,而人力资本对经济增长没有起到明显的促进作用,全国的财政科技投入的效率总体
呈现逐步提高的态势,但效率的提高主要依靠财政科技投入规模的扩大,未来我省在财
政科技投入中存在着很大的空间。本文对国内外学者关于R&D 资金绩效评价的相关研究
文献进行了总结,提出了本文的概念,为研究做了理论的铺垫。依据详尽的数据对河北
省财政科技投入现状做了分析,找出了河北省的特点,这是本文的创新点。结合评价结
果和河北省的实际情况,提出了提高河北省财政科技投入水平的对策建议。

Abstract
Abstract
In the process of social development, science and technology is the first
we all know,the advaneement of seience and theology has e the most important
symbol in a nation’s over all power,and an effective way to strengthen is to inerease financial
investment in science and technology. The level of the progress of the technical innovation
mostly depends on the capacity of financial investment in science and technology department
in the counticy. Although Hebei province the financial investment of science and technology
has increased sharply,the provinces differences exist in the nationwide.
Empirieal study shows that the eeonomic growth deponds on much R&D input mainly,
but the effectiveness of human eapital is not efficiency of R&D input is more and
more raising in our province,but the pure tee
