摘要
近年来,我国经济高速持续发展,作为我国国民经济重要组成部分的中小企业,对
经济的发展和社会的进步起着举足轻重的作用。在激烈的市场竞争中,中小企业往往在
创业初期非常成功,但到了成长期其发展就遇到了瓶颈,不少企业纷纷倒闭,这与我国
中小企业内部控制制度的薄弱有着密切关系。内部控制制度不健全或执行力度不够,在
很大程度上削弱了企业的核心竞争力,所以建立健全内部控制制度是中小企业在发展中
特别需要重视的问题。中小企业内部控制系统的构建不能像大企业那样面面俱到,而是
要根据其自身特点和实际情况,突出重点,易操作、易执行。本文以内部控制理论的发
展演变过程为切入点,剖析了我国内部控制的发展历程,阐述了我国中小企业内部控制
的现状,借助系统思考的方法分析了导致这些现状问题出现的原因。结合中小企业的特
点,从系统思考的角度分析了中小企业建立健全内部控制体系的必要性和整体性。以我
国内部控制规范为依据,结合内部控制框架的要素对我国中小企业建立内部控制系统提
出了相应的建议。
本文期望通过对构建中小企业内部控制体系的研究,能够提高管理者加强企业内部
控制的意识,促进中小企业进一步建立和完善现代企业内部控制制度实现其可持续发
展。

In recent years,there is a rapid development of economic in (Small and
Medium-sized Enterprises )is an important part of our national have an important
role in development of economy and advance of usually have a big ess in
the beginning of enterprise,but some of them closed downned through the has a
relationship with the setting of the internal control is control is defective and
non-execution ,that weakens the core of the superiority of SMEs to a great ,
construction of the internal control is a problem that needs to pay attention in the
of internal control of SMEs can not be samilier to big-sized
needs to accord to its characteristic and actual situation to construct internal the
process of starting the evolution theory of this internal control from abroad,this article
analyzes the development process of our internal controls,described the internal control
system of SMEs in China,analyzed the possibility of the existence of the crux of the problem
by using the method of systematic necessity and integrity of construction of the
internal control has been analyzed based on characteristics of SMEs from systematic
to our internal co
